Dangerous and Unhealthy Homeless Encampment Cleanup It is the policy of the City to promote employment and business opportunities for local residents and firms on all contracts and give preference to local residents, workers, businesses, vendors, contractors, and consultants to the extent consistent with the law and interest of the public. The City of Temecula Local Vendor Preference is applicable to this Solicitation pursuant to Chapter 3.28 of the Temecula Municipal Code. A five percent (5%) preference will be given to Local Vendors in the determination for award of this contract. Qualified vendors, contractors, or consultants (Vendors) that desire consideration as a City of Temecula Local Vendor under this solicitation must complete the "Statement of Local Vendor Certification" (contained herein as Exhibit C) and submit it as part of their solicitation response. Late submittals of the Statement of Local Vendor Certification will not be considered. Submission of this statement will qualify the Vendor for treatment Provide turnkey homeless encampment site cleanup within the City limits (various site locations including City property, Riverside County Flood Control property and any other property for which the City and its contractors have been granted the authority to enter for the purpose of removing materials) with the goal to keep waterways, parks, and public space free of dangerous and unhealthy encampments to protect the environment and provide safe use of public areas. Services will be performed on an as needed basis. A. General Specifications: i. Overview: As directed by the City, provide turnkey homeless encampment site cleanup for a safe and clean site by removing biohazardous material and other unhealthy debris. ii. Site Conditions: Sites are considered to contain a variety of materials that may contain hazardous materials, including biohazardous materials, garbage, general debris, human waste, constructed temporary shelter, and other items associated with human occupancy. iii. Site Locations: Sites will be identified individually. The City will make an effort, when possible, to cluster several sites. Sites include locations under structures (e.g., bridges, tunnels, etc.), forested open area, vegetated ground cover, abandoned structures (e.g., constructed shelters, sheds, outbuildings), and scrap material and/or tent built shelter. Property may be public or privately owned. The City will be responsible to give access to the site. iv. Biohazard Handling: Site supervisor and workers must be trained and certified in the handling and disposal of hazardous materials. Provide copies of any applicable training records, certifications, and licenses required to perform this work. v. Occupants: All sites will be cleared by City of Temecula Police Departments prior to access to the site. vi. Payment: Work shall be performed under a force account (time and material). Documentation of employee hours, subconsultant costs, equipment and materials costs, and disposal costs shall be provided to the City. vii. Business License: A City Business License is required prior to performing work within the City. B. Duties and Responsibilities: i. Cleanup duties shall include surveying sites, collecting debris, dismantling temporary structures, removal of trash, removal of human waste, and State approved handling and removal of all material. Disposal shall be at a site permitted to accept such materials. ii. Supply all labor, materials, tools, protective clothing and gear, and equipment that is required or needed to perform the work to handle, remove, transport, and dispose of the waste materials and leave a clean site. iii. Supply and coordinate the delivery and removal of any required dumpsters, and equipment required to complete ordered work. iv. Coordinate with the City on a site-by-site basis to determine the work order for each encampment cleanup. The work order will establish the site start date, estimated timeframe of work, staging areas, traffic control, if required, and the name of the onsite representative. v. Work should commence within three business days of receiving work order. vi. Provide a project manager to oversee the supervision and management of crew and subconsultants and ensure all necessary safety procedures are followed. This individual will serve as the City's primary contact. vii. Photograph the encampment site before and after cleaning and provide an electronic copy of each photograph to the City. viii. Notify the City when the work is complete and provide a cleanup report for each site, including total weight of debris removed. ix. Notify the City's designated representative in the event an adjacent homeless encampment is discovered in the general area during the course of a project to obtain authorization prior to proceeding with any additional work that was not identified in the work scope. x. Follow best practices work procedures to safely manage any hazardous materials found on the jobsite, including urine, Start/Delivery Date February 1, 2025 Project Duration 5 years Bid date notes Documents must be uploaded in PDF format. It is the Proponent's responsibility to ensure their proposal documents are properly uploaded onto the City's online bid management system. Proposals that are missing pages, cannot be opened, etc. may be considered unresponsive. Hard copies submitted to the City, in lieu of an electronic copies uploaded onto the system, will not be accepted as a viable proposal.
