Three (3) Copies of the Proposal Should Be Signed by an Authorized Official and Mailed or Delivered in a Sealed Envelope to the Address Above. The Envelopes Should Be Clearly Marked, ''rfq: Design-build - Camp Tekoa'' and Indicate the Name of the Firm. The Overall Project Scope Will Be to Provide Design and Construction Services to Rehabilitate a High Hazard Dam and Address Related Stormwater Issues. Pursuant to General Statutes of North Carolina Sections 143-128 and 143-131 as Well as 2 Cfr 200.321 of the Uniform Administrative Requirements, the County Encourages and Provides Equal Opportunity for Certified Minority and Women- Owned Business Enterprise (Mwbe) Businesses to Participate in All Aspects of the County's Contracting and Procurement Programs. Total costs include construction related expenses; engineering, design and construction related services; testing services; public jurisdiction fees and charges; permits; and other building related professional service fees necessary to fully complete the project. All Submitters Are Hereby Notified That They Shall Be Properly Licensed Under the State Laws and Comply With All Aspects of North Carolina Law and Henderson County Policies. Interested Firms Should Review All Requirements of the Rfq as Posted on the Henderson County Website at Online. The following is a preliminary scope of work that may be modified during contract negotiations with the selected Design-Build Team. Site Inventory and identify scope of dam rehabilitation and storm water management 1. Site investigations, including survey, subsurface utility investigations, geotechnical investigations, environmental engineering, to verify existing conditions if necessary. 2. Preliminary evaluation of proposed dam rehabilitation, storm water management issues related to materials needed for the project, equipment needed and provide proposed project timeline, constructability, time, labor and scheduling factors related to project cost. Draft and complete engineering design and plans for the dam rehabilitation and storm water management 1. Prepare any necessary site, design plans for property owners and County Staff consideration. 2. Draft plans and Final Design report will minimally include: a. Site Development and Design criteria including site access, staging area for equipment and materials, circulation, specifics to address the dam rehabilitation to meet NC Dam Safety regulations, detail for storm water management in the identified area, and vehicular access, setback requirements, utility routing and connections. 3. Work in digital format: AutoCAD; PDF copies shall also be provided. 4. Develop preliminary estimate of construction cost setting forth in detail quantities of materials, labor, profit, overhead, insurance etc. for the project including all site work. . Attend owner and user meetings to coordinate and resolve value engineering, constructability, construction phasing and scheduling issues in the preliminary design. 6. Prepare Preliminary Design Report (PDR) confirming design criteria, agreed upon project. 7. Develop Design-Builder's Proposal detailing contract sum, estimated trade costs, proposed date of substantial completion and list of key Design-Build personnel and suppliers. 8. Conduct regular design meetings as needed for the project. 9. Update the design schedule. 10. Present to required departments/agencies for review; Responsible for all Federal, State, County, and City permit applications and approvals.
