Water Treatment Chemicals & Related Services The County of Orange operates a Central Utility Facility (CUF) which produces Chilled Water, Steam and Electricity for the Santa Ana Downtown Civic Center. The plant consists of two gas turbines driving generators which generate 5.6 mw of power, the turbines exhaust into Heat Recovery Steam Generators which are capable of producing 65 mlbhr of 260 psig steam. The plant also consists of 6 chillers (4 Refrigeration and 2 absorption), a large cooling tower and Boiler Feed Water (BFW) treatment facility. The CUF is also charged with monitoring and water treatment responsibilities for several County Building Cooling Towers. On-call service requests involving repairs and/or alterations shall not exceed $60,000. Proposals deemed to meet all minimum RFP requirements will be scored based on the established criteria, and will be assigned points that measure the responsiveness to each identified criterion. The total number of points earned will be tallied for each Proposal, based upon the Respondent(s) submitted written materials. Protest of Award of Contract: In protests related to the award of a contract, the protest must be submitted no later than five (5) business days after the notice of intent award is provided by the DPA. Protests relating to a proposed contract award which are received after the five (5) business day deadline will not be considered by the County. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein. Contractor Selection Date: Expected in approximately two weeks after Board Approval pre-proposal meeting notes Representatives arriving more than 10 minutes late (after 10:10 a.m.) will not be allowed to sign in and will be considered non-responsive. The pre-proposal meeting will establish the list of eligible firms to submit proposals and will provide an opportunity to address any questions about the RFP and the scope of services. Respondents must acknowledge receipt of this RFP and confirm their intention to attend the pre-proposal meeting by email to LuisGallardo@ocpw no later than the end of the day on Monday, December 9, 2024. Upon the completion of the evaluation process, the Evaluation Committee will make a recommendation for an award to DPA. Final award determination shall be subject to reference checks and past performance and may be subject to approval(s) by the County Board of Supervisors. In addition, County reserves the right to verify and validate any information prior to the Contract Award and during the entire term of the Contract.
