The purpose of this project is to install a new emergency closure system at the Hiram M. Chittenden Locks, Lake Washington Ship Canal, Seattle, WA. An emergency closure structure is any device designed to be placed in rapidly flowing water under differential head to prevent the loss of pool if the lock miter gates are damaged and can no longer function to control the pool. An emergency closure system consists of a closure structure and all the associated equipment necessary to install the closure structure in flowing water. Chittenden Locks, Lake Washington Ship Canal, Seattle, WA. An emergency closure structure is any device designed to be placed in rapidly flowing water under differential head to prevent the loss of pool if the lock miter gates are damaged and can no longer function to control the pool. An emergency closure system consists of a closure structure and all the associated equipment necessary to install the closure structure in flowing water. The magnitude of the construction project is between $1 million and $5 million. The Bidder Inquiry System will be unavailable for new inquires 3 business days prior to proposal submission in order to ensure adequate time is allotted to forman appropriate response and amend the solicitation, if necessary Goals. The U.S. Army Corps of Engineers consider the following goals reasonable and achievable for the performance of the resultant contract: {14%} Small Business (SB) {4%} Small Disadvantaged Business (SDB) {4%} Woman-Owned SB (WOSB) {3%} Veteran-Owned SB (VOSB) {1.5%} Service-Disabled Veteran-Owned SB (SDVOSB) {1%} Historically Underutilized Business Zone (HUBZone) Project Description The work includes furnishing and installing of a new emergency closure system at the Hiram M. Chittenden Locks including demolition and removal of the existing emergency closure system. The existing emergency closure system consists of a luffing crane mounted to the top of the lock wall and associated electrical features, and 5 steel stop logs with an approximate total weight of 25 tons. The new emergency closure system consists of procuring and installing a new luffing crane including new electrical upgrades, furnishing and installing a 22-foot by 32-foot welded steel bulkhead (including wheels and seals), furnishing and installing a welded steel support frame anchored to the top of the lock monolith with epoxy adhesive anchors, and installing a stainless-steel bearing plate and supplemental stainless steel reinforcement bars for the existing concrete monolith emergency dam recess using a contractor provided cofferdam. Work includes steel fabrication, painting, drilling and installing rebar and threaded rods with epoxy adhesive, installation of electrical features, and incidental related work.
