Loudoun County Sanitation Authority (DBA Loudoun Water), the Owner, invites qualified contractors to submit sealed Bids for the aforementioned project. The procurement process and the performance of the Contract shall be governed by the provisions of the Virginia Public Procurement Act (VPPA). Following is a general description of the Project: This plan represents additions and modifications to the existing Willisville Wastewater treatment Plant located at 33950 Welbourne Road, Upperville, VA22184. The plan includes erosion and sediment control measures, installation of tanks, pumps, controls, electrical, and fencing. The Owner intends to award this project to the lowest responsive, responsible bidder, as solely determined by the Owner pursuant to the VPPA. The Owner reserves the right to reject all Bids or negotiate with the lowest responsive, responsible Bidder if the Bid amount exceeds the Owner's budget. Default of Bidder shall occur upon the failure of Bidder to deliver within the time required by the Contract Documents (or any extension thereof agreed to in writing by Owner) and any performance and payment bonds required by the Bidding Documents.
