Renovation of a detention facility in Concord, North Carolina. Completed plans call for the renovation of a detention facility.

In general, the scope of work shall include but is not limited to replacing (2) cooling tower cells at the Administration Building chiller plant along with alternates to add an additional chiller and tower water pumps. Access to the mechanical rooms is possible from an exterior doorway. The replacement of the cooling towers shall not shut down the chiller plant which provides cooling for both the Jail Administration Building and the Jail building as only one cooling tower and/or one tower water pump is allowed to be taken out of service at a time. Therefore, the work must be performed with care and be highly coordinated with the county. The Jail Administration Building is connected with chilled water to the courthouse building across the street. This cross connection will provide some redundancy to the plant but it shall not be relied on to complete this project, except where noted in the contract documents. At least one cooling tower and tower pump shall remain operational at all times, except during the time frame when existing piping is flushed and cleaned. This time frame shall be kept to a minimum and coordinated with the owner. There may be some work tasks that require the shutdown of the plant for a short period of time. These work tasks shall be kept to a minimum time frame and shall be approved by the county before work is begun. Each proposal shall be accompanied by a deposit of cash or certified check on some bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to 5% of the gross amount of the Proposal. In lieu thereof, such bidders may file a bid bond executed in accordance with conditions as prescribed by GS 143-129 as amended. The deposit shall be retained if the successful bidder fails to execute the contract within 10 days after the award or fails to give satisfactory surety as required by law. A Performance Bond and a Payment Bond will be required for one hundred percent (100%) for the Contract Price. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of thirty (30) days. Minority and women-owned business enterprises are encouraged to participate. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of thirty (30) days. The Owner reserves the right to reject any or all bids, to waive informalities, and to award contracts in the best interest of the Owner.
