80 Camera System, located at the Courthouse. Specifications & Requirements: Provide a proposal for replacing the existing Hikvision cameras with NDAA-compliant cameras. Ensure the system is an IP network video surveillance system with 4K or 1080p HD resolution or better. Propose a standalone system that is separate from the building's existing data and VoIP network. Cabling and Power State whether the existing coax cabling will be reused, retrofitted, or replaced with Ethernet. If Ethernet cabling is required, specify: o Cable type. o Special considerations for running new cables (e.g., avoiding interference, protecting cables in high-use areas). Include any PoE switches or additional gear required for the system. Camera Specifications and Compatibility 1. Specify if cameras are ONVIF-compliant to maximize interoperability. 2. Describe how the proposed system will integrate with the existing 8 ONVIF-compliant PoE cameras or if the existing cameras need to be replaced. 3. Ensure all cameras meet or exceed NDAA compliance standards for federal use and national security. Recording and Storage 1. Detail storage requirements to record and save 24x7 video footage for 90 days from all 80 cameras. 2. If proposing motion-only recording, explain the reasoning and provide storage impact analysis. 3. Clarify whether the storage will be: On-premises (e.g., NVR, SAN}. No Cloud Solutions should be proposed. 4. If a subscription-based licensing model is to be used please detail all reoccurring costs that could render the system inoperable if budgets are constrained. Installation and Labor Specify if work will require after-hours installation (e.g., pulling new cables) and provide a detailed breakdown of any additional costs. Support and Licensing 1. Include any ongoing support requirements. 2. Outline any one-time licensing fees for cameras or software. 3. Outline any optional support plans and their costs. Compliance 1. Certify that all equipment, cameras, and software are NOAA-compliant and vendors are registered on SAM.gov. 2. Explain how the system ensures compliance with federal security standards. Documentation and Diagrams 1. Include diagrams showing proposed cable runs, camera placements, and system architecture. 2. Reference provided facility diagrams and address any specific modifications needed. Cost Breakdown 1. Provide a detailed cost breakdown, including: o Equipment. o Cabling and installation. o Storage solutions. o Optional support or maintenance plans. o Additional fees for after-hours work (if applicable). Other Requirements 1. Describe the scalability of the system for future expansion. 2. Address any environmental considerations (e.g., outdoor camera placement, weatherproofing). 1. Tamper proof cameras for corrections. 3. Provide a timeline for project completion, including milestones for installation and testing. No alternative items will be considered. The York County Board of Commissioners reserves the right to accept or reject any or all bids.
