The selected consultant will be responsible for the following: o Prior to commencing work, the consultant will host a kick-off meeting in person or via teleconference to review all past data and data collection efforts by the City of Yonkers, and will develop a process/system/methodology for importing and integrating the City's legacy data into its proposed solution for pavement management. o Establishing a complete inventory of all City-maintained roadways. o Providing high-definition streaming video and/or 360-degree panoramic imagery of the roadway network with web-based access. o Conducting an ASTM D6433 condition assessment for the roadway network, establishing a Pavement Condition Index (PCI) for each section. The consultant should outline the process for PCI calculation and the quality control processes utilized. o Integrating all pavement management data to estimate a compatible GIS shapefile or geodatabase. o Creating and hosting a web/GIS-based dashboard that displays all pavement management inventory and condition data in an interactive and user-friendly manner. o Developing an optimized treatment plan for City of Yonkers, qualifying all roadway sections for their current budgetary and treatment needs. o Creating five budget/target-driven scenarios, projecting future conditions against various budgets and condition targets. o Creating a final project report deliverable and presenting the results of the pavement management plan to City staff and commissioners. o Providing ongoing support and training, including annual maintenance and repair work history updates.
