This Request for Proposal (RFP) is an invitation to commodity subcontractors for the construction of the BC Housing project located at 1636 Clark Drive and 1321 1395 East 1st Avenue, Vancouver, BC. The project at Clark Drive and East 1st Avenue is a response to Vancouvers affordable housing crisis and the urgent need for expanded, state-of-the-art withdrawal management services. The project includes three main components: 97 units of affordable rental housing for low to moderate income households to be operated by S.U.C.C.E.S.S (a not-for-profit housing operator) City-owned Social Enterprise program space focusing on Indigenous healing and wellness through employment A state-of-the-art Withdrawal Management Centre including 20 short-term transitional beds, an academic research hub, and trauma-informed culturally appropriate services The proposed +/-191,755 sq.ft. building sits on a +/-48,420 sq.ft. site and includes but is not limited to the following features; 1.5 levels of below grade parking garage with loading dock, social enterprise space on L0 and L1, VCH withdrawal management clinic, transitional housing, community gather space, and commercial kitchen are located on L2-L4, and L5-L10 are comprised of 97 units of attainable housing. The east tower (Mclean Tower) is constructed of conventional wood framed structure above the L6 transfer slab, and the balance of the building is constructed in conventional cast-inplace concrete.
