Construction is expected to begin in the second or third quarter of 2026. *Previous solicitation listed below for reference:* The selected consultant will be charged with the survey, study, design, environmental coordination and permitting, right-of-way and utility coordination, development of construction documents, and assistance during construction for the full reconstruction of Sackett Point Road from Republic Drive to State Street. Project design and execution shall conform with industry standards including, but not limited to the latest: o Connecticut DOT Local Transportation Capital Improvement Program (LOTCIP) o Connecticut DOT Highway Design Manual o Connecticut DOT Drainage Manual o Manual of Uniform Traffic Control Devices (MUTCD) o AASHTO Guide for Design of Pavement Structures o Americans with Disabilities Act o Public Rights of Way Accessibility Guidelines (PROWAG) o Town of North Haven Standards o Amtrak Track Design Specifications The project Scope of Work shall include, but not be limited to: o Meetings and coordination with the Town on a regular basis to review progress and solicit input. o Research of existing mapping, reports, and other data associated with the project corridor. o Topographic and right-of-way survey of existing site conditions. o State and Federal wetlands delineation and assessment. o Coordination with the State Historic Preservation Office, Natural Diversity Data Base, State and Federal Fisheries, CT DEEP Land and Water Resources Division, U.S. Army Corps of Engineers. o Permit preparation and coordination at the Federal, State, and Local level o Hazardous/Contaminated materials investigation and design of required remediation measures, if any. o Assistance in coordination of Public Participation including attendance and participation at Town organized Public Information Meetings. o Assessment of right-of-way needs of the project, and assistance in obtaining any required rightof-way modifications or easements. o Development of preliminary and final design documents, and addressing any Town, SCRCOG, or CT DOT comments. o Development of preliminary and final construction cost estimates. o Assistance in project bidding, including attendance at pre-bid meeting, review of bids received, and recommendation of award. o Assistance to the Town during construction, including Design Services During Construction, as well as possible construction inspection and construction administration support. The consultant shall complete the Final Design submission within twelve (12) months of contract signing. Rights Reserved to the Town of North Haven. The Town of North Haven reserves the right to award in part, to reject any and all proposals in whole or in part for misrepresentation or if the Proposer is in default of any prior the Town of North Haven contract, or if the proposal limits or modifies any of the terms and conditions and/or specifications of the RFQ. The Town of North Haven also reserves the right to waive technical defects, irregularities and omissions if, in its judgment, the best interest of the Town of North Haven will be served. The Director of Administration/Procurement reserves the right to reject any or all submissions, to waive any defects in same, or to choose to make purchases other than strictly in accordance with price considerations, if it be deemed in the best interest of the Town of North Haven.
