Renovation of a museum in North Haven, Connecticut. Completed plans call for the renovation of a 13,705-square-foot, two-story above grade, one-story below grade museum.

The Town of North Haven (the "Town") is seeking proposals from qualified Historical Architectural/Engineering firms to provide design and construction administration services to the Town for phases of renovations at its historic landmark known as the Martha Culver House. The Town of North Haven had applied for and was awarded a Community Project Funding Grant through the Department of Housing and Urban Development (HUD) to renovate and restore its Martha Culver House located at 290 Quinnipiac Avenue, North Haven, Connecticut. It is everyone's hope that the Martha Culver House renovation and restoration can be completed in a timely manner and within the project budget given the allowable funds so that this valuable historic resource can once again be utilized. After several years without the availability of this house, the Historical Society would like to reinstitute student tours, public programming, and exhibits highlighting artifacts related to our local history as soon as possible. Because the restoration will make the house usable during the winter months as well, the Historical Society and Museums Board hopes to extend its use of the Martha Culver House as a destination through the entire calendar year. The town leaders and the Historical Society and Museums Board are sensitive to the fact that the townspeople are supporting this restoration, so want to be certain that the restoration is completed efficiently and within budget. Therefore, it is of the utmost importance that this project is carefully planned to maximize the dollars budgeted for it. Finally, all parties understand that this house is not just a fine example of an 1850's home but also represents an important era of industry in North Haven. The Martha Culver House thus requires high quality and historically accurate plans to positively impact its preservation. Qualified Historical Architectural/Engineering firms shall follow the priorities outlined in the Town's 2020 Historic Resource Condition Assessment Report funded by the State's Historic Preservation Office (SHPO), a copy of which is provided with this Request for Proposal (RFP). The project is funded through a Community Project Grant from the Department of Housing and Urban Development (HUD), Grant Agreement No. B-23-CP-CT-0317. Because federal funds are being utilized, the Federal Uniform Guidance Procurement Standards (FUGPS) apply (see attached Rider). The Grant Agreement between the Town and HUD was executed on April 4, 2024, for the Martha Culver House renovations project. The Grant was made pursuant to the authority of the Consolidated Appropriates Act, 2023 (Public Law 117-328) and the Explanatory Statement for Division L of that Act, on December 20, 2022. The Period of Performance/Budget Period End Date for the grant is August 31, 2031. The Town of North Haven reserves the right to award in part, to reject all proposals in whole or in part, or to waive technical defects, irregularities, and omissions if, in its judgment, the best interest of The Town of North Haven will be served. Rights Reserved to the Town of North Haven. The Town of North Haven reserves the right to award in part, to reject any and all proposals in whole or in part for misrepresentation or if the Proposer is in default of any prior the Town of North Haven contract, or if the proposal limits or modifies any of the terms and conditions and/or specifications of the RFP. The Town of North Haven also reserves the right to waive technical defects, irregularities and omissions if, in its judgment, the best interest of the Town of North Haven will be served.
