Renovation of a military facility in New Orleans, Louisiana. Completed plans call for the renovation of a military facility.

This is a combined synopsis/solicitation for a commercial service procurement prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, New Orleans District, has a new requirement which consists of furnishing all plant, labor and materials and performing all work necessary to waterproof and glaze windows, and replace one window. Solicitation Number W912P8-25-Q-0011 is being issued as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set Aside only procurement under a Request for Quote (RFQ). It is being procured as Firm-Fixed Price under FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures. The designated NAICS code is 238150 - Glass and Glazing Contractors, with a size standard of $19,000,000.00. The PSC code for this requirement is Z1AA - Maintenance of Office Buildings. The solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Regulation Circular (FAC) 2005-97. General Instructions to Offerors All Offerors MUST be registered in SAM as a Small Business under NAICS code 238150 to be considered for award. If you are not registered with SAM, you may contact the SAM Help Desk at 1- 866-606-8220 or register on-line at http://sam.gov. IAW 5.203, Publicizing and Response time. The contracting officer should consider the circumstances of the individual acquisition, such as complexity, availability, and urgency, when establishing the solicitation response time. Proposals are to be received via e-mail no later than 10:00 AM (Central Standard Time) on 26 December 2024. (Your E-mail submission must be checked and determined to be "virus-free" prior to submission). The Government requires your proposal remain valid for 60 calendar days from date of submission, and any questions regarding this synopsis/solicitation, shall be submitted by e-mail to the Contract Specialist, Taylor Brandon at Taylor.H.Brandon@usace.army.mil no later than 10:00 AM (Central Standard Time) on 16 December 2024. The Government is under no obligation to provide a response to late questions. The basis of award will be Lowest Priced Offeror(s). Additionally, Offerors must quote on all items to be eligible for award. The Government will award one (1) contract resulting from this solicitation to the responsible Offeror(s) whose Offer conforms to ALL requirements of the solicitation. Offerors are informed that the Government does not intend to conduct discussions as part of the evaluation process unless the Government determines it is in the best interests of the Government to do so. Therefore, Offerors should provide all the information required and requested by the solicitation at the time of its initial proposal submission. The Contractor shall furnish all labor, supervision, tools, and materials to reseal and waterproof all 982 windows on building #830. Procure a window with same specs and ratings to replace the current cracked window on the 3 rd floor. The scope area will be all glass to aluminum and aluminum to stucco joints at all the windows of the North, Center and South Buildings located at 7400 Leake Avenue. The glass to aluminum joints of the ribbon windows shall be replaced as follows: Existing sealant to be removed, void area cleaned using isopropyl alcohol, joint to be resealed using Dow Corning 795 Silicone based sealant, and sealant to be tooled to a smooth bead. The aluminum window frame to stucco wall joints shall be resealed as follows: Existing sealant to be removed, void area cleaned using isopropyl alcohol, joint to be resealed using Masterseal NP1 urethane-based sealant, and sealant to be tooled to a smooth bead. Wash all the exterior windows. The glazing shall be completed within 3 months after date of contract award. The broken window shall be replaced within 12 months after date of contract award.
