Kathy Hochul. The $125 million allotment will allow the RCSD to make upgrades that emphasize security, including new entryways and exits, as well as increasing capacity for career and technical education. Nearly half of the district's buildings are more than 75 years old. The investment will help bring them into the 21st century, with a focus on meeting needs of modern curriculum. "Our urban schools should have the same amenities as our suburban schools," Sen. Jeremy Cooney (D-Rochester) said in a news release. "This is about creating equal opportunities for student success, regardless of your home ZIP Code. Renovations will be made on six schools: Dr. Martin Luther King Jr. No. 9, Wilson Commencement, East Campus, Frederick Douglass Campus, Edison Career & Tech and Padilla High School (formerly Franklin Campus). "The RCSD Modernization Project is a win for our students and our economy," Assemblymember Harry Bronson (D-Rochester) said. "This investment is about ensuring our students have safe, healthy places to learn. This initiative is also partnering with the Rochester Building & Construction Trades to provide good, middle-class jobs to local residents, ensuring our taxpayer dollars are reinvested in our community." A Project Labor Agreement with the Building and Construction Trades Council will be in place for Phase III, ensuring the use of local labor and with requirements for on-time project completion. "When you utilize a PLA, you are taking advantage of our NYS Registered Apprenticeship Program, which gives anyone a start to a middle-class life and to sustaining a career in the construction industry," said Grant Malone, Rochester Building & Construction Trades Council president. "This is an investment in our future so we can offer future generations an opportunity to succeed in life with a school system that is safe and is giving them the tools and confidence to be successful in life." _____________________________________________________________________________________________________________________ As of November 13, 2025, both an architect and a construction manager have been selected. The design phase is anticipated to be completed by spring 2027, with bidding expected to begin around the same time. Construction is projected to start in summer 2027 *The closed solicitation has been included below for reference: The Rochester (NY) Joint Schools Construction Board ("RJSCB") is seeking proposals from qualified Architectural/Engineering ("A/E") firms to provide design services, as part of Phase III of the Rochester Schools Modernization Program ("RSMP"). The selected firm shall have overall design responsibility for planned renovation of the following Phase 3C high school: Edison Career & Technology High School, 655 Colfax St, Rochester, NY 14606. Questions during the proposal period must be emailed to: Mr. Pépin Accilien at paccilien@savinengineers.com, by 24 December 2024. Questions received orally or by electronic means will not be accepted or responded to by the RSMP. The estimated construction cost for this project is currently up to $61M. There is no expressed or implied obligation for the RJSCB to reimburse the responding firms for any expenses incurred in preparing proposals in response to this request. RJSCB reserves the right to reject any or all proposals submitted. It is the respondent's responsibility to ensure that their proposal is received by the RJSCB before the deadline, whether sent by mail or by means of personal delivery. The method of Contractor Selection has not been Determined at this time.
