Site work for a water / sewer project in Saint Paul Island, Alaska. Completed plans call for site work for a water / sewer project.
The of Alaska, Department of Environmental Conservation, Village Safe Water Program (department) is soliciting an Invitation to Bid (ITB) for a contractor to construct the lift station project in the City of Saint Paul, Alaska. All work shall be completed by: Substantial completion: 12/31/2025 Final Completion: 6/30/2026 The Department will identify interim completion dates, if any, in the Special Provisions. Scope of Work: The contractor shall construct two new lift stations to replace the existing Sandy Lane and Ellerman Heights lift stations in Saint Paul, Alaska as shown in the attached plans and specifications. The work includes: o Construction of two new concrete wetwells including all associated piping, mechanical, and electrical components, o Construction of force and gravity sewer mains for the new lift stations to be connected to the existing sewer system, o Construction of new lift station buildings, including building pad, concrete footings, connection to the well, all associated site work, piping and all mechanical and electrical components, o Demolition of the existing lift stations and force and gravity mains. The contractor is responsible for all labor, materials, disposal and equipment to complete the work. The community has a permitted class III landfill. However, the community may not have the capacity to accommodate the disposal of debris from this construction project. The contractor shall be responsible for removal and the disposal of all associated debris in accordance with applicable waste management regulations. The contractor shall provide all construction project management for successful completion of the work. Tasks include but are not limited to submittals, project schedules, project meetings, requests for information, labor and subcontractor coordination and coordination with the construction administrator, project engineer and inspector(s). The Work will require the contractor to abide by all permit stipulations outlined in the Contract Documents The apparent successful bidder must furnish a payment bond in the amount of 100% of the contract and a performance bond in the amount of 100% of the contract as security conditioned for the full, complete and faithful performance of the contract. The apparent successful bidder must execute the said contract and bonds within fifteen calendar days, or such further time as may be allowed in writing by the Contracting Officer, after receiving notification of the acceptance of their bid. To be responsive, a bid must include a bid guaranty equal to 5% of the amount bid. (When calculating the bid amount for purposes of determining the 5% value of the bid guaranty, a bidder shall include its base bid amount, plus the amount bid for alternate and supplemental bid items, if any.) The Engineer's Estimate is between $1,000,000 and $2,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Questions Prior to the Deadline for Receipt of Bids: All questions shall be addressed in writing and directed to the Procurement Officer. The deadline for submission of questions is 10 days prior to the ITB deadline. This will allow time for an addendum to be issued if one is required. It will also help prevent the opening of a defective proposal. No questions other than written shall be accepted and no response other than written will be binding upon VSW, an addendum will be published and issued to all offerors by email.
