Reference Number 0000283740 Question Acceptance Deadline 2024/12/19 03:00:00 PM EST General Requirements - Insurance Required The GTAA is looking for support for the Fixed Ground Power (FGP) / Ground Power Units (GPU) at Lester B. Pearson International Airport. FGP/GPU/400 Hz units supply electrical power to Aircrafts when parked at the gates or Hard Stand locations. The vendor will supply manpower and parts (when required) to assist GTAA maintenance in providing Preventative and Corrective Maintenance and timely response to failures within the FGP/GPU systems to better suit the expectations of the Airlines/Ground handlers at YYZ. The GTAA is looking to tender the support for the Fixed Ground Power (FGP) / Ground Power Units (GPU) at Lester B. Pearson International Airport. FGP/GPU/400 Hz units supply electrical power to Aircrafts when parked at the gates or Hard Stand locations. The vendor will supply manpower and parts (when required) to assist GTAA maintenance in providing Preventative and Corrective Maintenance and timely response to failures within the FGP/GPU systems to better suit the expectations of the Airlines/Ground handlers at YYZ. General Scope of Work The GTAA requires Fixed Ground Power (FGP)/Ground Power Units (GPU) service for a defined period and/or on an as requested basis. These services will generally include, but are not limited to, the following: Fixed Ground Power including Fixed (131 units) and Mobile Units (14 units) (Experience with Jetpower II, Jetpower III, Hobart/ITW ground power units) Electrical Controls, Wiring, Power Distribution and Equipment for both fixed and mobile GPU systems. Mechanical systems used to support GPUs (Ground Power Units) under the bridge or fixed to the ground. Motor Generators in mobile GPU units. Weekly inspection, Semi Annual/Annual PM on the motor side of Mobile GPU units (Hobart, ITW) Engineering Support from both Vendors listed above on a when and needed basis. A. Constraints/Scheduling Restrictions Operational restrictions will affect the scheduling of the work. This may involve some activities to be scheduled 24/7 hours including statutory holidays. The work must be carried out to minimize interference with normal airport operations. Any interference must be agreed to in advance by the Functional Manager, Aircraft Support Systems. All on-site work must conform to applicable airport safety and security regulations and must be Safety Pre-Qualified with the GTAA Construction Control Permit Office (CCOP). Additional constraints, as required by the work, will be identified within this service contract request. Provide a fixed unit cost per year to provide 24 hrs./7 days a week phone support if the dedicated service line is called to provide first level phone support by an experienced technician to troubleshoot specific GPU faults with our technical trades to make corrective repairs to the GPU. Fill out the attached Appendix A - Second Level response with labour rates for specific trades to report on site to complete the GPU repairs as well as weekly operational checks, semi and annual maintenance checks on the Mobile GPU units. The contractor will respond to second level service calls within 24 hours from the call being made by the GTAA Representative to the Contractor's dispatcher and advise the On - duty Maintenance Manager (or designated representative) on the estimated time of arrival (ETA) as well when the technician has arrived on site to commence work. Service repairs to be completed within 24 hours once the second level technicians arrive on site except for major component failures (ex. Transformer replacement) in which these repairs are not to exceed 5 calendar days. Provide 24hr. Service Line phone number(s) and email address for GTAA to contact when requesting second level support on site. The contractor will be required to complete all maintenance (Service/Preventative and Corrective Maintenance repairs) using GTAA's Asset Management system (currently Maximo) and have direct communication with GTAA's Airport Operations Center. The contractor will have 90 days to get the required technicians Restricted Area Identification Control (RAIC) security pass and to secure the Airside Vehicle Operators Permit (AVOP) to operate a motor vehicle airside at Toronto Pearson.
