Renovation of a multi-residential development in Starkville, Mississippi. Working plans call for the renovation of a multi-residential development.
As of July 28, 2025, project is still on hold pending revision to the scope of work. I'll put out an addendum with new bid dates and revisions as soon as they are available. Security Camera System 2025 The General Contractors submitting proposals or being considered for this work shall be licensed to perform such work by the State of Mississippi and shall submit evidence of such license before the bid may be opened or considered. Automobile, General Liability and Worker's Compensation Insurance is REQUIRED. The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding. No bids may be withdrawn for a period of sixty (60) days after the opening of bids without the consent of the Owner. The Housing Authority will require installation of PHA owned Utility and Power Poles throughout the developments. Site Maps are included. If approved by the local utility company, it will be the contractor's responsibility to finalize arrangements for use of any existing poles, i.e. equipment height, cable routing, any min. or max. voltage requirements, etc. Exterior Coverage: Surveillance System shall provide coverage for the exteriors: Front of the apartments, Parking areas, Rear of the apartments, entrances and exits, and Common areas. PTZ (Pan Tilt Zoom) or LPR (License Plate Recognition) cameras requested at development entrances/exits to capture vehicle/tag information as needed. We do not need to read nametags on individual's shirts, but we are seeking video quality capable of identifying people or vehicles at a distance based on common attributes, common locations, and characteristics. Some areas of properties have limited street lighting and may require upgraded night vision capability. Monitoring: Monitoring required at the Administrative Office located at 101 West Wood St., Starkville: System shall Include (2) Monitors for video monitoring - (1) Located in the Executive Director's office (50-55in), and (1) in the administrative/reception area (40-50in), quality per contractor recommendation. Specific placement to be determined. Internet accessibility: Fiber internet is available for all developments. Equipment locations: Development: Pecan Acres/Pecan Acres West - Administrative Bld.: 101 Wood St. Development: ReedRd.: - Community Building - 300 Peoples St. Development: McDowell - 1 McDowell St (Maintenance Bld.) or Administrative Bld.: 101 Wood St Location / Site Maps: Site details are included with this specification packet. The Housing Authority is seeking coverage at the three (3) developments indicated. Proposal costs shall be provided on each individual site: Pecan Acres, McDowell, and ReedRd. External Access / Local Law Enforcement: Consideration for local law enforcement access is being discussed. Proposals shall include detail regarding remote monitoring capabilities, and include any hardware or accessories required for a shared-access application. Submittal: Contractor shall provide with Proposal Packet: Maps/Drawings/Diagrams, etc. indicating camera equipment, specifications, equipment locations and expected coverage areas. Minimum Equipment Requirements: (or Equal) o 16 (+) Channel (as required) NVR, PoE, 10TB Hard Drive. Additional channel capacity may be required for future system growth. o 4K, 8MP IP Bullet cameras and/or Varifocal cameras (Standard locations). o 2MP IP Bullet 8-32mm motorized varifocal cameras: (hard to reach areas, area near office, and potential common areas of concern) o 4K, 4-8MP, 25X IP/IR, PTZ cameras: (Specify placement if recommended, otherwise provide separate unit cost for potential installation at problem areas at Executive Director's discretion). o NEMA housings for any pole mounted equipment requiring enclosure. o Storage: Storage capacity must be a minimum of 90 days. o Expansion: System must be expandable to accommodate potential future needs. o Remote Access: System must also allow for remote monitoring. 1) Scope: a) Contractor shall provide and install stationary/adjustable cameras, control equipment, central recording system, connections, wiring/cabling, software and any/all other required hardware for a complete Security Camera System to provide acceptable coverage for areas noted on attached site maps. b) Provide appropriate indoor/outdoor UV resistant wiring/cabling/connection to/from all cameras and fixed equipment. c) Proper grounding & surge protection shall be provided & installed with all Security Camera equipment including control & recording equipment. d) All equipment shall be mounted according to Mfg. recommendations. All interior equipment shall be rack mounted or mounted into a cabinet, appropriately sized for the equipment provided. All interior equipment and cabling shall be neat and unobtrusive. e) All cabling, wiring, connectors, connection points, etc., shall be sealed to prevent moisture or corrosion issues. f) All cabling, wiring, connectors, connection points, etc., shall be neat, orderly, and labeled as necessary for troubleshooting purposes. g) All cabling, wiring, connectors, connection points, etc., shall have proper strain relief. h) Ethernet and/or any excessive length cabling runs shall be provided by low-loss cabling and include amplifiers to prevent any degradation of signal loss if needed. i) Any wall penetration shall be neat, as compact as possible, sealed, and entry boots shall be provided as necessary. j) Contractor is responsible for providing power, via power supply, meter/utility service, and/or POE to all equipment (service in the name of the housing authority). k) Contractor is responsible for complete installation, including providing and installation of power & equipment poles where needed. l) Contractor is responsible for thorough site review and educated recommendations on all equipment locations.
