PURPOSE: The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to secure the services of a qualified consultant to assist in developing an overall vision and design guidelines for the Mountain Road Gateway Economic Development Zone to accommodate targeted businesses within cohesive, high-quality development. BACKGROUND: Hanover County is a growing suburban locality north of the City of Richmond, Virginia. Approximately 20 percent of Hanover's land area is planned for suburban development, while the remaining area is planned for low-density rural development and other agricultural and open space uses. The 2020 population is approximately 109,000 with an average annual growth rate of approximately one percent per year. The Mountain Road Gateway EDZ is largely undeveloped but is served by public utilities and near major transportation corridors (U.S. Route 33 and I-295), creating the potential for significant economic development. There is a chicken processing facility within the area that has closed and needs revitalization/redevelopment. An overall vision, with supporting design guidelines, is needed to ensure this area attracts targeted industries that reflect residents' desires for the area and create high-quality jobs and economic development opportunities.
