Requests for bid documents in electronic format may be made by submitting an e-mail request to Carolyn Phillips (cphillips@tbiric.com). Bidders requesting electronic format bid documents must provide a contact name, name of firm they represent with mailing address, and an e-mail address for receipt of electronic files. Companies requesting electronic transfer will receive an e-mail link for direct downloading from Talbert & Bright's Secure Folder System. Each bid must be accompanied by a Bid Bond, a deposit of cash or by a certified check payable to Essex County Airport Authority and drawn on a bank or trust company authorized to do business in the State of Virginia, for an amount equal to 5% of the total base bid, as a guarantee that if the bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond furnished within ten (10) days after receipt of written notice of formal award of Contract. Envelopes containing proposals must be sealed, addressed to Tappahannock-Essex County Airport, 1450 Aviation Road, Tappahannock, Virginia 22560 and marked on the envelope as follows: SEALED BID FOR: Box Hangar Site Preparation It is the intent of the Essex County Airport Authority to award the entire project, however, the award of this contract is contingent upon the availability of state and local funds. The Essex County Airport Authority reserves the right to reject any or all proposals. QA inspectors shall be authorized to inspect all work done and all material furnished. Such QA inspection may extend to all or any part of the work and to the preparation, fabrication, or manufacture of the materials to be used. QA inspectors are not authorized to revoke, alter, or waive any provision of the contract. QA inspectors are not authorized to issue instructions contrary to the plans and specifications or to act as foreman for the Contractor. QA Inspectors are authorized to notify the Contractor or their representatives of any failure of the work or materials to conform to the requirements of the contract, plans, or specifications and to reject such nonconforming materials in question until such issues can be referred to the Engineer for a decision. Question Deadline 01/09/2025 A bidder that has doubt as to the true meaning of a project requirement may submit to the Owner's Engineer a written request for interpretation no later than 7 days prior to bid opening. Any interpretation of the project bid documents by the Owner's Engineer will be by written addendum issued by the Owner. The Owner will not consider any instructions, clarifications or interpretations of the bidding documents in any manner other than written addendum.
