Site work, paving, new construction and renovation of a civil project in Old Lyme, Connecticut. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

**As of March 04, 2025, this project has not yet been awarded. A timeline for award has not yet been established. This project includes constructing approximately 160 linear feet of gravity sanitary sewer, approximately 13,800 linear feet of force main, and odor control system, a vortex manhole, sewer construction beneath a bridge over the AMTRAK railroad, restoration of unpaved areas to existing conditions or better, temporary trench repair, permanent trench repair, and State Road Mill and Overlay This project includes providing a submersible pump station with an elevated generator building. The submersible pump station includes a wet well, valve vault, piping and valves, pumps and controls, emergency generator, transfer switch, electrical power, instrumentation and controls, approximately 35 linear feet of 12-inch C900 gravity sewer, approximately 40 linear feet of 10-inch C900 force main for subsequent connection and install under a separate contract, and site improvements Project Trades include but are not limited to: Sitework, Paving, Landscaping, Cast-In-Place Concrete, Masonry, Structural steel, Miscellaneous Metals, Metal Deck, Doors Frames and HW, GWB, Insulation. Paint & High-Performance Coatings, Instrumentation & SCADA, Mechanical, Process Piping, Pump & Equipment Installation, and Electrical Document Notes : Addenda, if issued, will be posted to the website and shall be accompanied by e-mail notification to every individual or firm on record as having received the Bid Documents. It shall be the sole responsibility of the Contractor to ascertain the existence of any and all addenda. Hard copies of addenda will not be mailed or faxed. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids shall be submitted in a sealed envelope plainly marked Old Lyme Shared Sewer Infrastructure - Force Main and Bioxide Station to identify the bid. It is the sole responsibility of the bidder to ensure that the bid is in the hands of the proper authority prior to the bid opening time. Within fourteen (14) calendar days after bid opening the prime contractor (apparent low bidder) shall complete and submit two copies of the DEEP Subcontractor Verification Form along with the DBE certification for each subcontractor to the municipality. The municipality must then submit one copy of these documents to DEEP as part of the authorization to award request. This Contract is expected to be funded in part by a loan and grant from the State of Connecticut, Department of Energy and Environmental Protection. Neither the State of Connecticut, nor any of its Departments, Agencies, or employees shall be a party to this Invitation to Bid or any resulting Contract. Bidders are required to comply with 40 CFR 33.24 of the USEPA's policy on increased utilization of Minority Business Enterprises (MBE) and Women's Business Enterprises (WBE). The minimum participation rate required by the CTDEEP is 3% of the total contract price for MBEs and 5% for WBEs. The project is subject to American Iron and Steel compliance pursuant to CWF-SRF Requirements. Bidders on this work shall be required to comply with regulations adopted pursuant to Section 22a-482 of the Connecticut General Statutes; State of Connecticut Department of Energy and Environmental Protection Required Construction Contract Provisions; State of Connecticut Executive Order No. Three and Executive Order No. Seventeen. The project is subject to the requirements of the Davis-Bacon Act regarding Federal Wage Rates and is subject to Connecticut Prevailing Wage Rates. Where a conflict exists between the two wage rates, the more stringent will apply. Bidders/contractors shall be responsible for obtaining the Federal Wage Rates. It is the responsibility of the contractor before bid opening to request, if necessary, any additional information on Federal and State Wage Rates for those tradespeople who are not covered by the applicable Federal and State Wage Determination but who may be employed for the proposed work under this contract. The estimated project cost is greater than $500,000, therefore, according to Public Act 03-215 (An Act Concerning State Construction Contracts) Bidders are required to obtain a prequalification certificate from the Department of Administrative Services (DAS) with a classification for the following before submitting a bid for this Project. Any Bid submitted without both a copy of the DAS Prequalification Certificate and an Update (Bid) Statement shall be invalid. DAS Contractor Required Classifications: o Sewer and Water Lines o Sitework Old Colony Beach Club Association reserves the right to waive any informalities or to reject any or all bids. All bids shall remain open for One Hundred twenty (120) days after the date of bid opening. Project is to be substantially completed within 500 calendar days from the executed agreement.
