The Minneapolis VA Healthcare System requires Grease Interceptor cleaning services in accordance with the draft Statement of Work (SOW) below. This is a sources sought/proof of capability solicitation looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your contact and organization information with a description of proof of capability to: Jeffrey.Brown8@va.gov on or before December 30th, 2024. Only emailed responses will be considered. Additionally, please provide answers as appropriate to the following questions in the table below with your response to this sources sought. Failure to respond to the following questions may affect the acquisition strategy. 1. Identify your organization's socio-economic category. 2. State whether any of the requested services may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.). 3. State if subcontracting is contemplated for this requirement and what percentage of the work will be subcontracted and for what tasks. Â *If applicable, VAAR 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, will apply to the potential solicitation if set-aside for Veteran Owned Small-Businesses or Service Disabled Veteran Owned Small-Businesses.* *If applicable, FAR 52.219-14 Limitations on Subcontracting, will apply to the potential solicitation if set-aside for Small-Businesses.* STATEMENT OF WORK Minneapolis Veteran Affairs Health Care System Grease Interceptors Service Introduction: Establish a Base Plus 4-year service contract to service six Grease Interceptors on a quarterly basis at the Minneapolis VA located in Minneapolis Minnesota. One site assessment is authorized to evaluate the work to be performed and provide the most accurate price quote. Assessment must be completed prior to the closing date of the solicitation. Objectives: Remove all liquids and solids from grease interceptors. Dispose of waste in accordance with Federal, State and local regulations. Remove all liquids and solids from grease interceptors. Remove baffle(s) and clean behind baffles that cannot be removed. Scrape sides of grease interceptor and rinse to remove any debris that is stuck to the sides. Ensure the first two feet of sanitary sewer line entrances and exits are not obstructed and clear of debris. Remove obstruction if needed. Inspect integrity of the grease interceptor. Report any discrepancies the VA Representative on site. All waste removed from grease interceptors will become the property of the Contractor and the responsibility to properly dispose of in accordance with Federal, State, and local laws and regulations. Clean up all work areas to include designated entry/exit routes after service is complete. Immediately clean up any spills on designated entry/exit route. Provide a before and after photo of open pit. All grease interceptors are considered fully operational. Contractor must identify and report any pre-existing damage to the VA representative on site before performing any work. Only approved devices designed for grease interceptor pumping (vacuuming) and transporting waste can be utilized. Notify the On-Call Utility System Repairer upon arrival, departure and for any other issues that arise during the Service at ___TBD___ Working hours: Anticipated hours of work will be Monday through Friday from 7:30 pm 5:00 am. Additional hours must be coordinated through the COR. Work will not be performed on weekends or federal holidays. Observed Federal Holidays: New Year s Day Martin Luther King Birthday Washington s Birthday Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Day Christmas Day References: Grease Interceptor Specifications. Safety: Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Open pit will be marked and/or barricaded to prevent someone from failing into pit. Work areas will be kept cleaned to prevent any slips, trips or falls. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus. Security: Contractor's personnel will utilize a temporary vendor's security badge until a permanent security PIV badge can be issued. Temporary badge use will not exceed 14 calendar days. The Contractor shall comply with MPLS VA security, access, and badging requirements. Employees must be able to pass a background check so they can obtain a Tier Level 1 PIV Security access badge. Contractor's employees will submit fingerprints and all required documents within five (5) business days of award date of contract. Appropriate vendor staff (as determined by the VA) performing the duties of the Statement of Work shall complete the computer-based training course "TMS 20939 No Access." Contract personnel need to obtain a vendor s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project. Contractor s Technicians are required to check in with the Utility System Repairer upon arrival at facility to obtain access and receive any additional instructions, task explanations and project location information. On-Call Utility Systems Repairer _________TBD__________ Parking/Storage: Service Vehicles/trailers may be parked in the loading dock area during Service. The Method of Contractor Selection has not been determined at this Time.
