Reference Number 0000288779 Question Acceptance Deadline Question Deadline 04/26/2025 at 3:00 PM ET DV0004 – ROAD ACCESS PROJECT – Phases 1 and 2 We hereby inform you of a notice of procurement for the first phase of work on Project DV0004 – Road Access to Montréal-Trudeau International Airport. 1. Context Several projects will be deployed over the next few years at Montréal-Trudeau International Airport to allow for adequate passenger reception in a context of phenomenal growth in activities. Moreover, this notice of procurement is linked to the “2028-2035 Flight Plan” (Projets D'avenir | Aéroport de Montréal), which is currently being deployed. Taking this into account and knowing that the number of passengers will increase in the coming years, it is essential for Montréal-Trudeau International Airport to carefully plan the development of its facilities and the improvement of its infrastructure so that they can accommodate passengers. The objective of the Project is to redevelop the road network, including municipal and technical networks to connect future public drop-off areas to neighboring road networks. The Project also aims to design vehicle routing to the various components of the systems, including the future P5 proximity parking lot and surface parking lots. Construction deliverables will include, but are not limited to, the following work: • Mitigation measures and traffic maintenance; • Demolition of existing assets; • Construction of ramps and related services; • Construction of technical structures (overpass, pumping station, underground retention basins, infrastructure, etc.); • Landscaping. 2.Scope of the Project a) Sub-project DV0004-1 Southwest road development: Summary description Sub-project 1 more specifically concerns the work to build the V-4 overpass as well as a section of the future Roméo-Vachon Sud boulevard. This work is mainly outside the existing vehicular traffic links, with the exception of the work associated with the construction of the V-4 overpass, which will require mitigation measures, as well as the closure and/or diversion of existing ramps. The complete redevelopment of underground infrastructure is planned in the scope of the work. Figure 1 (attached) shows, schematically, the work limit of subproject 1. b) Subproject DV0004-2 Southeast road development: Summary description Subproject 2 mainly concerns the development work of the P8 surface parking lot and the connection of the future Roméo-Vachon Sud boulevard with the existing one. It also includes the tunnel for the multifunctional cycle path and the construction of a section of this path, involving work on municipal and technical networks. The complete redevelopment of underground infrastructure is planned in the scope of the work.In terms of the impact on the vehicular traffic network, subproject 2 will require the partial closure of Arthur-Fecteau Street and the implementation of temporary measures during the connection of the future Roméo-Vachon Sud Boulevard to the existing network at the exit of the YUL territory.
