Written questions will be taken up until three days prior to the Bid Opening, at which time no more questions will be answered. Replies will be made by Addenda. Verbal answers are not binding on any party. Description of Work: This project includes approximately 4500 lineal feet of directionally drilled water main, 560 lineal feet of open cut water main, 1200 square yards of asphalt surface removal, 5400 square yards of full-depth reclamation and cement stabilization, 1600 tons of HMA pavement, and all associated restoration. Each bid and proposal must be accompanied by a certified check or cashier's check or bid bond payable to the Village of Green Oaks, in an amount not less than ten percent (10%) of the maximum bid price as a guarantee that if the bid is accepted, the bidder will execute and file the proposed contract within fifteen (15) days after the award of the contract. In case the successful bidder shall fail to execute such contract and bond, the amount of the check or bid bond shall be forfeited to the Village as liquidated damages. No bid shall be withdrawn after the opening of bids for a period of sixty (60) days after the scheduled time of closing bids. Bids and proposals must be sealed and addressed to the Village of Green Oaks and there shall appear on the envelope of such bid and proposal the name and address of the bidder and the purpose for which the proposal is intended. The Village of Green Oaks reserves the right to reject any or all proposals, to waive any defects or informalities in bids received and to accept the bid most advantageous to the Village. All work performed under this contract shall be in accordance with the laws of the State of Illinois, including but not limited to the Illinois Prevailing Wage Act and the Illinois Employee Classification Act. This project is subject to the requirements of the wage determination of the Secretary of Labor. The Village of Green Oaks, in accordance with the laws of the State of Illinois, hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on grounds of race, color, or national origin.
