Geotechnical Investigation for wastewater stabilization pond located in He Dog, South Dakota A. PROJECT DESCRIPTION The Rosebud Sioux Tribe is planning for construction of a new wastewater stabilization pond system in He Dog, SD. The project site is shown on the attached map (43.298781, 101.065703). The project includes the construction of new primary and secondary cells for the treatment of municipal wastewater. The goal of planning is to determine the suitability of soils for the construction of the facility. B. PURPOSE The purpose of the geotechnical exploration is to make recommendations regarding the suitability of in-place soils to perform as a liner for the lagoon floor and berms and to understand any limiting layers for lagoon construction or requiring special construction considerations. The geotechnical data, recommended liner, and construction recommendations shall meet requirements of the "Recommended Design Criteria Manual Wastewater Collection and Treatment Facilities", South Dakota Department of Agriculture and Natural Resources (SDDANR). Perform soil borings to determine surface and subsurface soil characteristics of the immediate area and their effect on the construction and operation of a pond located on the site. SDDANR requires preconstruction soil borings be 6 ft below the proposed bond bottom elevation, with at least one a minimum of 25 ft or bedrock, whichever is shallower. Four (4) soil borings are to be completed to a depth of 10 feet below the proposed lagoon floor elevation, with one (1) to a minimum depth of 25 feet. Based on preliminary design, the following will be the actual depths of each boring to meet the above requirements: Table 1. Boring Depths Number Depth (ft) #1 19 #2 12 #3 25 #4 26 #5 21 See the attached maps for location of soil borings. Soil boring locations will be field marked by the IHS at the request of the Tribe. Provide soil boring information and results of laboratory tests used to determine anticipated percolation rates and characteristics of subsoils near elevation of the lagoon floor. Data shall demonstrate anticipated percolation rates at the bottom of the pond. Percolation rate of the primary cell is not to exceed 1/16 inch per day with 8 feet of head. Percolation rate of the secondary ell is not to exceed 1/8 inch per day with 8 feet of head. Note, the lagoon floor elevation will not change significantly. C. SCOPE OF WORK 1. Perform continuous flight auger (CFA) type borings in accordance with ASTM D-1452. The general location can be found on the attached map. The exact location of borings will be staked in the field by the Engineer. It is anticipated that there will be 18 soil borings. 2. Perform Standard Penetration Tests in accordance with ASTM D-1586. 3. Obtain samples by thin-walled tube sampling procedures in accordance with ASTM D-1587. 4. Drilling to extend 6 feet below the final floor elevation or the existing ground elevation, whichever is lower. Existing ground elevations are on the drawings. Proposed floor elevation for the primary cell is 2714'. Proposed floor elevations for the secondary cells are 2712'. 5. Observe groundwater level in each boring during, and at the completion of drilling operations. Seven days after completion of drilling operations observe and record groundwater level in each boring. 6. Following completion of groundwater level observations, seal all borings. Sealing procedures shall be in accordance with South Dakota Administrative Rule 74:02:04:70 "Requirements for plugging other test holes.". 7. Direct field observation of drilling by a soil engineer or geologist is not required. However, the drilling shall be performed under the supervision of a professional engineer in responsible charge of the project. 8. Geotechnical Contractor shall coordinate with Owner and IHS Project Engineer to develop a plan of access. Owner shall be responsible for providing access. 9. Access to soil boring locations may require the use of UTV or all-terrain vehicles. Geotechnical Contractor shall be responsible with familiarizing themselves with the sites and determining what equipment will be necessary to meet the scope and requirements of the proposal. I. SCHEDULE 1. Execute soil borings and provide preliminary soil boring data by January 31, 2024. 2. A complete report due three (3) weeks after a Notice to Proceed is issued. The bidder should review the Request for Proposals (RFP) document for all requirements to submit an acceptable bid. Envelopes must be clearly marked with bid number "2024-60" and "Sealed Bid-He Dog Wastewater Geotechnicals". Failure to mark envelope with correct bid number and project name may result in a "no bid." 2. Make submittals to the Rosebud Sioux Tribe Treasurer's Office within the timeline and format as described below.
