Project Location East Harbor State Park East Harbor State Park is situated on a peninsula of land stretching into the waters of Lake Erie. A 2-mile-long strip of beaches and dunes separates the harbor from the open waters of the Lake. One of northern Ohio's most popular vacation destinations, the Park offers boating access to Lake Erie, camping, fishing, hunting, nature center, picnic areas, swimming beach, hiking trails, and disc golf. The Park is operated by the Ohio Department of Natural Resources (ODNR) Division of Parks and Watercraft. The Park features several concrete and stone structures to stabilize its lakefront and the two harbor inlets on either end of the facility. These structures include the jetties at both harbor inlets, a small revetment along the north end of the park constructed around 2006, four offshore breakwaters near the beach completed in 1983, and a long revetment first constructed in 1957. Deficiencies in the original construction, long-term erosion, and recent storm damage have resulted in deterioration of the shoreline structures. The purpose of this Project is to rehabilitate critical sections of the shoreline structures, including the following improvements: (1) Rehabilitate approximately 1,700 LF of the lakefront revetment near the beach; and (2) rehabilitate approximately 550 LF of the east jetty at the east harbor near the south end of the Park. The selected firm will be responsible for reviewing relevant historical reports, prior assessments, inspections, and any additional documentation provided by ODNR. The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probable construction costs through the design, and assist with bidding and construction administration services. Topographic surveying, geotechnical investigation, boundary surveying, ecological assessments, and cultural resources assessments will be required. Permitting and/or coordination with United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS), ODNR Office of Coastal Management, ODNR Division of Wildlife, Ohio Environmental Protection Agency (OEPA), State Historic Preservation Office (SHPO), and the local floodplain administrator will be required. The selected firm will provide the engineering assessments and calculations needed to advance the design, including structural, geotechnical, hydraulics, and coastal engineering. Design of the rehabilitation must be performed in accordance with the Ohio Coastal Design Manual.
