Lagoon Liner Replacement (Project R1-C) Mark the envelope in which the response is enclosed with: PLRWSD 2025 Lagoon Liner replacement (Project R1-C) - Statement of Qualifications. Emailed SOQ's in portable document format (PDF) may be submitted before the same time and date. When emailing an SOQ, the proposer must call the District to verify receipt of the SOQ by the District prior to the deadline time and date. The District is not responsible for emailed SOQ's that are undeliverable or rejected by the District's network protection software. Upon receipt of SOQs, the District will evaluate and determine which contractors are qualified to bid. If the District proceeds with bidding of the project, all firms deemed qualified by the District will be invited to submit formal bids for the project as delineated in the forthcoming Project Manual. Formal bid forms will generally conform to the format specified in the most recent Idaho Standards for Public Works Construction (ISPWC) and Engineers Joint Contract Documents Committee (EJCDC) Contract Documents. Any protest of determination of qualifications or bidding procedures will be handled in accordance with procedures detailed in IC 67-2805. Firms will be responsible for all costs (including site visits, if any) incurred in preparing or responding to this request for SOQ's. Pursuant to Idaho Code 67-2805, "Procurement of Public Works Construction", the Payette Lakes Recreational Water & Sewer District (District), Idaho is requesting Statements of Qualifications (SOQ) from licensed public works contractors who are interested in bidding on the Lagoon Liner Replacement (Project R1-C). The Project generally consists of replacing the existing liner in the Recycled Water Storage Pond in McCall, Idaho with a new single liner system. The Project includes solids and liner removal and disposal, repairs to the underdrain system, installation of approximately 1,007,000 square feet of HDPE liner and all other required appurtenances not listed to fully reinstate the Recycled Water Storage Pond system. The opinion of estimated project cost is approximately $3,000,000. It is expected that the project will bid during February of 2025 with a contract completion of December 15, 2025. The District reserves the right to cancel or postpone bidding or award of a contract for the project or to bid the project in several packages.
