Site work for a development in McCall, Idaho. Completed plans call for site work for a development.

The Project generally consists of replacing the existing liner in the Recycled Water Storage Pond in McCall, Idaho with a new liner system. The Project includes solids and liner removal and disposal, repairs to the underdrain system, installation of approximately HDPE liner system and all other required appurtenances not listed to fully reinstate the Recycled Water Storage Pond system. Proposals must be submitted in accordance with the requirements detailed in the RFP. After screening the materials received, the District may request interviews with up to three selected firms. The Construction Manager/General Contractors (CMGC) must follow requirements associated with DEQ State Revolving Fund Loan, including but not limited to, American Iron and Steel (AIS) and Davis-Bacon Wage Requirements. Final Day to Submit Questions 12/16/25 Goals PLRWSD has developed a list of goals for the Project. These goals are to guide the Project forward through completion. While all goals are important to PLRWSD and the success of the Project, specific minimum goals for this Project are outlined below in order of significance. A. PLRWSD, J-U-B, and CMGC Team work collaboratively and transparently throughout the project life cycle. B. Deliver a quality and sustainable project that meets the performance requirements and adheres to Idaho Code. C. Minimize impacts to the public and stakeholders. D. Maximize project benefits by considering quality, budget, and schedule. E. Identify and manage risks and opportunities and suggest strategies to eliminate, minimize, or mitigate risk. F. Maintain continual and unimpeded operation of the WWTF throughout the Project duration. G. Minimize environmental impacts of construction and meet the environmental compliance requirements. H. Minimize Project and long-term maintenance costs to PLRWSD. I. Maintain positive community acceptance of the Project and minimize impacts to adjacent landowners. J. Construct the Project within all existing property and approved accesses. Risks and Opportunities The nature of this Project presents several areas of risks and opportunities. Each Respondent will be evaluated based on their understanding of the Project’s requirements as defined in the RFP and associated technical documentation. A preliminary qualitative and quantitative risk/opportunity evaluation has been performed by PLRWSD and J-U-B Engineers, see Table 2.
