Renovation of a residential development in San Antonio, Texas. Completed plans call for the renovation of a residential development.
Opportunity Home San Antonio (Opportunity Home) and affiliates seek proposals from qualified, licensed, and bonded entities with demonstrated experience to submit bids for Access Control and Security Cameras for our properties. These services are required to preserve the assets. Questions Due Date: Jan 8th 2025, 5:00 PM Contractor will perform a walkthrough with Opportunity Home staff to identify the best locations for IP camera placement, electrical and security device placement, and intrusion detection device placement. Not all properties listed in this solicitation will need an Access Control system with keypads and key fobs. However, all properties in Exhibit A-1 will need Intrusion Protection (alarm systems) and camera placement at ALL entries and common areas as listed in diagrams under Exhibit A - 1 - Contractor will determine which type of IP camera will be needed for each camera position. Bullet Camera, Dome Camera, etc. Proposed cameras must demonstrate the best line of sight, and have outdoor protection that can withstand extreme cold and heat. - New ethernet cabling will need to be installed and terminated at desired locations for new IP cameras. Use of Category 6 plenum-rated cable is required if running cable in ceiling crawl space. Use of Category 6 outdoor rated shielded cable is required for outdoor camera installations. - New ethernet cabling will be run to a specified IDF location where cables will be properly labeled and terminated at a patch panel. - New network mounting enclosure will be needed to house the patch panel and any required networking and camera equipment for the setup. - Contractor will install and configure all IP cameras. - Contractor will offer support and maintenance, and provide project implementation and training plans with detailed timelines. - Contractor will provide bandwidth specifications for the camera system. - Contractor shall include motion detection with lighting at all doors, where motion will cause lights to turn up bright on the intruder. - Contractor will provide all equipment to connect the camera system into our network. - Contractor will use the best available method (i.e., ditching, coring, boring, or wireless) to achieve optimal camera placements. - Contractor will address any electrical power requirements for lighting, cameras or access control systems that will be implemented. Camera Hardware Requirements: - PoE IP digital cameras with 1080p or 4K resolution, motion detection, IR illumination, fixed lens (where needed), and Vari-focal lens (where needed). -Cameras with a smaller capture footprint should use a 1080p resolution and cameras with a larger capture footprint should use a higher resolution of 4K. -Cameras must have an open architecture platform (no proprietary solutions) with the ability to integrate with other systems, such as Eagle Eye Network. - Video surveillance system with the capability to integrate with other physical security solutions (i.e. access control, intrusion detection, duress alarms, etc.) and analytics. - Needs to be supported by the Contractor with agreed-upon service level agreements, or maintenance package. - IP cameras must be vandal-resistant rated with the same for the exterior housing and mounting equipment hardware. -Security Cameras must not be restricted by section 889 of the National Defense Authorization Act (NDAA) or the Secure Equipment Act of 2021 (SEA), or any bans implemented by the Federal Communications Commission (FCC), or HUD PIH Notice 2023-10: 2 C.F.R. 200.216 and Public Law 115-232, section 889, Safety and Security grantees are prohibited from using grant funds to purchase, lease, or renew or extend contracts for security equipment produced by the Huawei Technologies Company, ZTE Corporation (or any subsidiary or affiliate of such entities), Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company
