Eligible proposers will be those consultants, companies, businesses, and institutions that have the following qualifications: 1. Experience and expertise in regard to providing the types of or similar services as those outlined in the Scope of Services in this RFP. 2. A proposer with a proven track record in providing these types of or similar services for municipal governments. 3. Overview which describes the qualifications of the company. 4. Provide names and contact information of at least two clients with whom they have done business within in the past three years. General Requirements: Design, install, maintain, and manage an Automated Traffic Enforcement system to include hardware and software. Automated Traffic Enforcement will cover the following areas of enforcement: speed enforcement, red light camera enforcement, and school bus stop sign enforcement. This should be a no-cost solution for the City and should be all encompassing to include: traffic studies, implementation plans for each location for submission to the Connecticut Department of Transportation (CT DOT), assist with public hearings, modification of any plans as required by the CT DOT, resubmission of those plans every three years as required by the CT DOT, creation of initial reports and annual reports as required by the CT DOT, applying for appropriate permits, installation of related equipment, monitoring and maintaining all hardware and software related to Automated Traffic Enforcement, conforming to any additional requirements per CT Law and/or CT DOT regulations, emergency repairs of equipment and software including 24/7 tech support, update hardware and software as technology improves and as Page 2 of 10 required by the department's needs, train Department staff in use of software, ensure the Automated Traffic Enforcement system is compliant with all applicable laws and regulations. The agreement period for any contract or purchase order resulting from this RFP will be for three (3) years, with two (2) two-year options. Prospective proposers must limit their contact regarding this RFP to the Purchasing Director or such other person otherwise designated by the Purchasing Director. Responses to questions submitted by the above date or identified at any Information Session to be held in regard to this RFP, along with any changes or amendments to this RFP, will be available via the City of Waterbury website by January 8, 2025, 2:00 PM. Bid Bond NOT APPLICABLE Each Proposal shall be submitted be accompanied by a Proposal Security (a Certified Check or Bid Bond) in the amount of ten (10) percent of the Total Proposal Price. P. Performance/Payment Bonds NOT APPLICABLE The Proposer to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than $50,000.00, a 100 percent Performance Bond with a surety, and in a form, acceptable to the City. In the City's sole discretion, it may also require a 100 percent Payment Bond and/or other additional security with a surety, and in a form, acceptable to the City.
