On-Call Professional Services Question Deadline 01/17/2025 at 5:00 PM PT Deadline to submit Questions Online Portal Project Description: WETA's current work program consists of operating six existing water transit services and developing projects to expand water transit on the San Francisco Bay. Over the next five years, WETA will be implementing several new capital programs. These include electric vessel and float designs, construction management, and landside electrical charging infrastructure. In addition to the agency's zero emission goals WETA has a need for planning and engineering support and construction management services to execute its existing capital program which includes vessel/terminal rehabilitation and major machinery rehabilitation and overhaul. Planning and engineering services will be required to support the on-going operation of existing services and future services operated by SF Bay Ferry as part of its 2050 Service Vision. The management of these projects requires a wide range of specialized knowledge and skills that are often needed in intermittent intervals and on short notice. Contracting with consultants to provide on-call services allows WETA staff to access specialized consulting services to effectively manage peak workloads and ensure the continuous development of all active projects in the WETA work program. WETA intends to award contracts to multiple qualified business entities (Proposers) for on-call professional services for each of the following service categories in Part B: Planning, Permitting and Environmental; Marine Vessel Engineering; Marine Facilities Engineering; Landside Facilities Engineering; Marine Vessel Construction Management; and Facilities Construction Management. Proposers do not need to be qualified for all service categories requested under this RFP but must have core competency in at least one service category. Proposers who submit for more than one service category must clearly establish their qualifications in each category and may be selected for one or more of the categories on which they submitted. For detailed information regarding the required services for each category, please refer to Part B, Scope of Services. The qualified business entities selected pursuant to this RFP (Selected Proposer(s)) will be expected to provide all services in compliance with applicable local, state and federal laws, rules and regulations. Actual work will be authorized by negotiated task orders to provide project-specific services based on billing rates set forth in the agreement(s) with Selected Proposer(s). A separate agreement will be executed with each of the Selected Proposers. Although there is no guaranteed compensation, total compensation for each agreement awarded as a result of this RFP will not exceed $2,000,000 per qualifying category in accordance with Part B Scope of Services. A contract awarded in connection with this RFP may be financed in part with federal funds. The federal requirements applicable to this RFP and any associated contract are included in Attachment F, Federal Requirements in Part D. The Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) participation requirements applicable to this RFP and any associated contract are included in Attachment C1-C3, DBE/SBE Requirements in Part D.
