The Citywide Master Plan will serve as a development framework that guides the City and a broad range of stakeholders toward the highest and best use of City-owned facilities and land. With approximately 7,000,000 square feet of facilities located over 655 square miles. This effort must be driven by a strategic visioning process emphasizing intention and forward-looking planning at every stage to better and more efficiently deliver services to our citizens. The powerful synergy of consolidating services, and state of the art technology that provides efficiency in the delivery of the services will play a vital role in facility needs. The Consultant will provide written recommendations for building closures, consolidations, or repurposing to achieve a more efficient portfolio to support the vision of the City. This vision will be achieved through the development and planning recommendations, which will be based on an in-depth analysis of funding opportunities and constraints, redevelopment of all department's current and future service delivery models, existing facilities by department, respective existing facility location, size, age, quality, conditions, and other facility-use factors to be jointly determined. Four significant components will comprise the Master Plan and provide the City with a road map on operating our facilities in the next 5, 10, 20, and 30 years. These components are a service delivery model, land use plan, facilities plan, and financial plan. The financial plan should include a written estimate of cost savings and impact projections on City services following implementation.
