On-call professional services contract for construction material testing services on multiple small size projects across all Port Authority terminals. Services include observation, sampling, testing and reporting for quality assurance as required by the project specifications. The Port of Houston Authority ("Port Houston" or the "Port Authority") is seeking a consultant/s or consulting team/s to perform construction materials testing ("CMT") services for multiple small sized projects across all Port Authority terminals. The projects include one or more of the following: o Concreate and Pavement Replacement at Turning Basin, Barbours Cut and Bayport Terminals o New wharf fender installations at Turning Basin o Concrete repairs for Turning Basin Terminal Wharves o Drainage improvements at all Terminals o New building construction, renovations and additions o Entry gate expansion at Bayport Terminal o Road construction All work will be on an on-call basis as directed by the Port Authority. Construction of each project is unrelated and may occur at different times. The Port Authority, at its discretion, may terminate or delay any of the above projects and may identify additional projects to be included. A. The CMT Consultant will be a prime entity contracting directly with the Port Authority and may sub-contract a portion of the testing services to other qualified consultants as part of its team to support the project requirements. B. The CMT Consultant and any sub-consultant laboratories shall be accredited by the American Association for Laboratory Accreditation (A2LA) to perform the testing pertinent to the project referenced above. C. The CMT Consultant and all sub-consultants will use experienced technicians who are certified by an appropriate agency to perform all required field and laboratory tests. D. The CMT Consultant shall establish and enforce quality control policies to ensure the effectiveness and representativeness of the testing program. E. The CMT Consultant shall perform and document calibration of all testing equipment and maintain laboratory facilities used for storage, preparation and curing of samples and test specimens, and testing in conformance with standards required for accredited operation. F. The CMT Consultant shall review contractor's submittals on source materials and mix designs for Portland cement concrete for compliance with specifications. G. The CMT Consultant will be required to use Projectmates by Systemates software for all submittal reviews, uploading CMT reports, invoicing and other duties as directed by the Port Authority. H. The CMT Consultant shall perform straightedge testing of finished base surfaces as required. No pre-proposal meeting or site visits are scheduled. The Port Authority reserves the right to, at any time, abandon or terminate its efforts to contract for any or all of said services without any obligation to any firm, which responds to this announcement. Responses to the RFQ and other materials submitted shall become the property of the Port Authority and will not be returned. The method of Contractor Selection has not been Determined at this time.
