Introduction: The National Railroad Passenger Corporation (Amtrak) is seeking to establish long term relationships as part of an on-going effort to increase productivity and achieve operating cost efficiencies. Amtrak intends to secure the services of multiple general contractors with specialty expertise in electrified railroad construction to execute emergency services for the furnishment, replacement, and/or repair of Amtrak's transmission/catenary poles, and associated wire transfers and repair, and other 138kV transmission system components in response to catastrophic failures or weather-related incidents in the Mid-Atlantic and New York Divisions. This support is aims to streamline and enhance the response to system failures, reducing downtime and ensuring timely repairs. The intent is to establish Master Agreements with multiple firms on an as-needed basis. Work under these Agreements will be awarded via the issuance of work releases (individual purchase order contracts). These Master Agreements will have a duration of three (3) years with two (2) one (1) year option periods for renewal. When emergencies occur, Amtrak will develop a specific project scope of services and will subsequently contract for the work using a work release. Scope: Amtrak is seeking professional Emergency Services (including labor, materials, and equipment) for the furnishment, repair and/or replacement of Amtrak's transmission/catenary poles and associated components. Emergency construction shall be defined as any condition(s) which constitutes a threat to the health, welfare, and/or the safety of people and/or property, or a condition that will adversely affect one or more essential services as determined by Amtrak. The contractor is assumed to have advanced, hands-on knowledge of Amtrak's catenary and transmission parts and components along with extreme familiarity with Electric Traction design standards and specifications. The contractor is assumed to also have advanced knowledge o relevant safety and operating standards, specifications and rules set forth by Amtrak.
