Renovation of a military facility in Washington, District of Columbia. Completed plans call for the renovation of a military facility.

The scope of this project includes, but is not limited to, the following: renovation of a military facility. As of Deceber 31, 2024, a general contractor has not yet been selected for this project. A firm construction timeline for this project has not yet been released. The objective for this Statement of Work (SOW) is to provide all management, materials, labor and equipment necessary for the Repair Unaccompanied Dorm, B3620 located at Joint Base Anacostia Bolling (JBAB) in Washington, DC. The mission of the 11th Wing, Joint Base Anacostia-Bolling is to deliver worldwide, premier ceremonial honors, mission support, and contingency operations from our nation's Capital. The B3620 Unaccompanied Barracks Facility provides lodging for incoming Air Force and mission partner junior enlisted (E-4 and below) personnel. However, the facility is currently vacant due to extensive water damage. When habitable, this facility allows the 11th Wing and its mission partners to house their members, thereby providing crucial staff in order to stay combat ready. The objective is to repair and renovate the entire 33,000 square foot interior of B3620. This effort includes roof replacement, VCT, rubber tile, wall base, drywall, all plumbing, lighting fixtures, stair handrails, electrical, and elevator replacement/upgrade. The work shall include the requirement for new painting throughout the interior. As part of Task 1, the Contractor shall perform a full inspection of the existing elevator to determine serviceability of elevator including cables, hoist way, electrical service, conduits, receptacle, elevator communications, elevator sump, etc. and based on inspection results elevator efforts for replacement. Sewer line upgrades are required. The HVAC upgrades shall include heating of the attic space. Contractor shall provide a Life Cycle Cost Analysis (LCCA) for new HVAC system in Building 3620. The LCCA is required for a base bid HVAC system and three (3) Alternatives Solutions for the heating/cooling system. Based on accepted and government approved recommendations for HVAC System the efforts for HVAC described shall be executed as part of Base Contract. The Base Bid HVAC System and proposed alternative solutions must meet the requirements in UFC 3-410-01 and ER 1110-345-723 - Total Building Commissioning Procedures. In order to make Building 3620 tenantable, the entire interior of the building needs to be renovated. All equipment or work to be performed shall be installed and selected in accordance with Base Installation Guidelines. The new HVAC system shall meet the requirements of APPENDIX 15 - Class JA for USAF Brand Name HVAC _signed_Redacted. This effort includes but not limited to all necessary environmental, civil, architectural, structural, mechanical, plumbing, fire protection and electrical efforts as required. The Contractor's efforts shall comply with specifications and requirements referenced herein. The project requirements and technical criteria cited within this SOW establishes the minimum standards for construction quality. The project shall be designed in accordance with Standard Design for Air Force Permanent Party Enlisted Dormitory (dated January 2019). Fire Protection/Life Safety Assumption: For Base Bid purposes - Point-to-Point Transmission is not required. Contractor shall assume that point-to-point transmission is not required for base contract award. In event it is later determined that point-to-point transmission is necessary it shall be addressed as modification to contract.
