All Additional Bidding Requirements Are Identified in the Bidding Documents. As a condition of receiving capitalization grantsfrom U.S. EPA for the Water Pollution Control Loan Fund (WPCLF) and the Water Supply Revolving Loan Account (WSRLA), the Ohio EPA negotiates "fair share" Disadvantaged Business Enterprises(DBE) objectives with U.S. EPA. The current negotiated goal for construction related activitiesis 5.4% (the total goal is based on 3.1% of MBEs and 2.3% of WBEs participation). The Wpclf Project Requirements Are Included in the Contract Documents and the Bidder/contractor Will Be Deemed Committed to the Terms of the Wpclf Project Requirements as a Component Part of the Contract. The Water Main Work on Douglas Drive is Funded by the Cleveland Water Department and Must Be Invoiced Separately From the Sewer Work. The Project Sites for the Lake Road & Douglas Drive Sewer Replacement Are Readily Accessible Within the Public Right-of-way.
