Site work, paving and new construction of a mixed-use development in Raleigh, North Carolina. Conceptual plans call for the construction of a museum; for site work for a museum; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The City of Raleigh's Planning and Development Department invites qualified design firms, or teams of firms, to submit their qualifications for developing a detailed concept plan, a streetscape standard plan, and implementation strategy for a new multi-modal facility, the Chavis-Dix Strollway (the "Strollway"), for the following professional services: . Landscape Architecture . Planning and Urban Design . Historical and Cultural Planning . Public Engagement and Outreach . Civil Engineering . Land Surveying . Structural Engineering . Cost Estimating . Urban Forestry The project will connect two prominent culturally and historically significant Raleigh Parks --the John Chavis Memorial Park and Dorothea Dix Park--and will be a companion project to the South Park Heritage Trail (SPHT), an urban cultural trail currently under design and development. Question Deadline 01/17/2025 All questions related to this solicitation must be submitted in writing (via email) to the following individual: Contact Name Christopher Stebbins Email Address christopher.stebbins@raleighnc.gov City Response to Questions (anticipated) January 21, 2025 . The Strollway will be a west-east connection focused primarily along South Street. It aims to celebrate Raleigh's rich cultural history, creating a multi-modal pathway and public spaces through diverse communities and sites in the City's southeast and southwest sides of downtown, including Historic Fourth Ward, Heritage Park, the Downtown Arts & Entertainment District, Shaw University, and East Raleigh-South Park. Concept Design The successful team will develop the completed design of a noteworthy multi-modal experience along this downtown corridor for the City of Raleigh. The design should identify and design opportunities for public spaces punctuated at specific points along the route, as well as along its length and adjacent to it. The concept will rely on the design team's experience to define an integrated and holistic vision for the Strollway, informed by the local community's vision and priorities. The design will have a consistent suite of visual branding, hardscaping, furnishings, art, interpretive elements, and plant materials that distinctly define the Strollway, but also share elements of the branding, design, and interpretive components of the South Park Heritage Trail. The design should incorporate the latest innovations and best practices in multi-modal corridor design. While the Plan should accommodate multiple mobility options, space limitations will likely require the Strollway to focus on the pedestrian. Changes should include methods of social activation, as well as infrastructure that facilitates more modes of transportation, including enhancements for curb management and micro-mobility Direct all inquiries concerning this RFQ to: Christopher Stebbins Senior Urban Designer/Planner Email: christopher.stebbins@raleighnc.gov Submission of any proposal indicates a Proposer's acceptance of the conditions contained in this RFQ unless clearly and specifically noted otherwise on the Exceptions to RFQ (see Appendix VII) and submitted with proposal. The City of Raleigh has the sole discretion and reserves the right to cancel this RFQ, and to reject any and all proposals, to waive any and all informalities and/or irregularities, if it is deemed to be in the City of Raleigh's best interests to do so. The City of Raleigh reserves the right to accept or reject any or all of the items in the proposal, and to award the contract in whole or in part and/or negotiate any or all items with individual firms if it is deemed in the City of Raleigh's best interest. Moreover, the City of Raleigh reserves the right to make no selection if proposals are deemed not in the best interest of the City The method of Contractor Selection has not been Determined at this time.
