The City of Concord Aviation Department is requesting Statements of Qualifications ("SOQ") from interested and qualified aviation consultants ("Firm") for the development of an airport master plan update for the Concord-Padgett Regional Airport in accordance with the United States Department of Transportation, Federal Aviation Administration (FAA) Advisory Circular 150/5100-13E and 150/5070-6B and other applicable FAA rules, regulations and guidance (the "Services"). PURPOSE The purpose of this Request for Qualifications ("RFQ") is to obtain the services of a qualified professional engineering or aviation planning firm to complete a Master Plan Update for the Concord Padgett Regional Airport (JQF/USA). The services for the Master Plan Update project would not exceed two (2) years. The RFQ is intended for experienced aviation consultants interested in providing expert, professional, technical, and advisory services for the City of Concord Aviation Department for an airport master plan update. The City of Concord Aviation Department will utilize the information obtained to evaluate each interested firm against the evaluation criteria outlined in this RFQ. Upon selection, The City of Concord Aviation Department intends to negotiate a contract and scope with the selected firm for the project that would begin by April 1, 2025. Work under the agreement will occur once a final scope of work is defined, a work contract is fully executed, and funding for the project is secured. SCOPE This project will consist of, but not be limited to, the preparation of a Master Plan Update to reflect existing conditions, industry changes, updated forecast and growth projections, facility needs, development alternatives, and establishment of airport priorities and funding model to accomplish the optimal airfield development plans. The City of Concord reserves the right to reject any and or all submitted Statement of Qualifications and to waive or decline any Statement of Qualifications irregularities.
