The Galveston County Water Control and Improvement District No. 1 (District) is requesting bids for the construction of approximately 4,600 L.F. of 16-inch water line within a District easement along the south side of FM 517 from FM 646 to Medical Park Drive in the City of Dickinson, Texas. Work items include new gate valves, fire hydrants, water service and vault reconnections, abandoning the existing 10-inch water line within the easement, installing three new 6-inch sanitary service lines across FM 517, abandoning the existing 8-inch sanitary sewer line between Hansen Drive and Evergreen Drive, and miscellaneous pavement, driveway, and sidewalk point repairs as required to complete construction. This shall act as a guarantee that, if awarded the contract, the bidder will enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder's deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER after receipt of Notice to Award from the OWNER. The successful Bidder must furnish PAYMENT and PERFORMANCE BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of "B", or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price. The Galveston County Water Control and Improvement District #1 reserves the right to reject any or all bids and to waive any informalities in the bidding.
