The scope of work shall be to establish a Master Plan that will guide the City in providing desired recreational opportunities and facilities at Mitch Park. The Master Plan should provide direction for the future with specific project proposals and planning. The planning process must include, but is not limited to the following: 1. Perform an initial site visit. 2. Prepare a plan that should include enhancements or preservations such as: A. Baseball and Softball field renovations B. Existing Park facilities including (but not limited to) an amphitheater, memorial area, fitness areas, playgrounds, trail connections, skate park, maintenance yard, and disc golf C. Hardscape and plaza areas D. Site amenities including (but not limited to) shade structures, site furnishings, and trash receptacles E. Trees and landscapes 3. Analyze vehicular circulation around site, connections to different functions of the site, and analyze parking needs 4. Analyze pedestrian circulation within and around the sire to create safe access to different functions of the site 5. Analyze funding sources for project implementation and phasing 6. Public engagement to include the Park Board, 2 public meetings (one may be stakeholder meetings), and one meeting with the City Council. Potential to create a public survey 7. Gauge public interest in new facilities, i.e., Pickleball Courts, Splash Pad, Rectangular Fields etc. 8. Identify areas of the park for preservation 9. Develop plans for potential improvements to the Bombing Memorial 10. Determine capacity limits for the Park 11. Develop and provide a final written report of the needs Analysis and recommendations of a Master Plan to of the City to include, but limited to: o Refined items from the preliminary design phase. o Color renderings of the Master Plan for presentation. o Image boards with specific elements for presentation. o Detailed architect's estimate for budgeting and phasing options.
