**As of February 25th, 2025, the project was awarded to T&R Contracting, Inc., with an awarded amount of $39,213,240.02.** The purpose of this request is to provide the City of Sioux Falls with formal bids for 25-1017 and 25-1018 Arrowhead Parkway Improvements - Phase 2B. This project is estimated at $40,283,505.00 and will be funded with CIP No. 23045 and 11064. This is a combination bid, bidders MUST submit a bid for 25-1017 AND 25-1018 to be considered a successful bidder. Deadline to submit Questions Jan 20th 2025, 5:00 PM CST Questions submitted to question The project is located southeast of the intersection of Arrowhead Parkway and Veterans Parkway in Sioux Falls, South Dakota. A site location map (Figure 1) is attached at the conclusion of this report showing the location of the site. The site is currently vacant and covered in vegetation. Previously, some trees and structures were removed from the site. There is a steep downward slope on the west and north edge of the project. This work consists of the Contractor providing a certified Traffic Control Supervisor (TCS) to oversee all traffic control operations including, but not limited to; vehicular traffic control, detour route traffic control, and pedestrian access route traffic control for the safety of workers and the traveling public. The required priority control system will employ data-encoded optical communication to verify the presence of authorized priority vehicles. The data-encoded optical communication will request the traffic signal controller to advance to and/or hold a desired traffic signal display selected from phases normally available. The priority control system will consist of a matched system of optical detectors, detector cable, signal discriminators, and confirmation lights. A code secured signal will be detected and recognized by the optical detectors at or near the intersection over a line-of-sight path of up to 2,500 feet (762 m) under clear atmospheric conditions. The signal discriminator will process the electrical signal from the detector to ensure that the communication (1) is a valid base frequency, and (2) is within user-settable range. If these conditions are met, the signal discriminator will generate a priority control request (i.e., the appropriate green lights) for the approaching priority vehicles. The system will require no action from the vehicle operator other than to turn on a code secured emitter. The system will operate on a first-come, first-served basis. Higher priority (Command) requests will override lower priority (Advantage) requests. The system will interface with most traffic signal controllers and will not compromise normal operation or existing safety provisions. The Contractor shall furnish all the necessary labor, materials, equipment, tools, and supplies that are necessary to complete the trenchless construction, as shown on the plans and/or called for in these specifications or its addenda. It is the intent of these specifications to install a complete system or job. Our work was performed in accordance with the authorization of Raed Yousef with the City of Sioux Falls - Engineering Department. The scope of work as presented in this report is limited to the following: 1. To perform 59 standard penetration test (SPT) borings to gather data on the subsurface conditions along the routes of the proposed sanitary force main and water main. However, 3 of the test borings (test borings 29, 30 and 39) were not performed due to access/property issues. Therefore, only 56 test borings were performed. 2. To perform laboratory tests that include moisture content, dry density, standard Proctor, pH, sulfate content, chloride content, resistivity, redox potential and sulfide content. 3. To prepare an engineering report that includes the results of the field and laboratory tests as well as our geotechnical engineering opinions and recommendations regarding the following: x Subsurface conditions; x Open cut installation method; x Trenchless installation method; x Corrosive potential of the soils; x Special geotechnical conditions that may impact the constructability and final performance of the project; x Quality control observation and testing. The scope of our work was intended for geotechnical purposes only. This scope of work did not include determining the presence or extent of environmental contamination at the project areas or to characterize the project areas relative to wetlands status
