The City of Berkeley is now accepting applications for funding for affordable housing developments that were previously funded by the City that meet certain criteria referenced in the City's Housing Trust Fund Guidelines (HTF Guidelines). The City Council approved this Request for Proposals (RFP) to support the rehabilitation of existing affordable projects, with a priority for HOME-eligible projects by certified Community Housing Development Organization (CHDO). Although priority will be given to housing rehabilitation projects sponsored by CHDO-certified nonprofits, all property owners of existing affordable housing developments in the HTF portfolio are encouraged to submit proposals to address deferred maintenance or capital improvements that address health and safety needs. Approximately $6 million in development funds will be available through this RFP. Applicants are encouraged to request the amount needed to ensure feasibility of their project. The RFP combines several sources, including federal HOME funds, which have particular program and timing requirements. In addition, a total of $60k per year for a five-year period is available in CHDO Operating Support, to be split amongst certified CHDOs.
