The City of Turlock (hereinafter referred to as the "City") is requesting bids from qualified vendors to supply and deliver cationic emulsion polymer. In the heart of California's Central Valley, Turlock is the second largest city in Stanislaus County located 100 miles south of Sacramento, CA covering an area just over 16 square miles with a population of over 73,000. Turlock is a General Law City that operates under the Council/Manager form of government. The Turlock wastewater collection, treatment and effluent conveyance systems are owned and operated by the City. Wastewater treatment is provided at the Turlock Regional Water Quality Control Facility (TRWQCF), serving the City of Turlock, the Cities of Denair, Keyes, and a portion of partially treated wastewater from the City of Ceres. Turlock Regional Water Quality Control Facility provides primary, secondary, and tertiary treatment of sanitary wastewater, as well as the removal of solids. The wastewater treatment processes are designed to ensure compliance with the water quality standards established by the State Water Resources Control Board and the U.S. Environmental Protection Agency. The City invites you to submit a bid for the supply and delivery of cationic emulsion polymer. The scope of work includes, but is not limited to, the following: GENERAL The City is seeking to secure a firm, fixed pricing for the supply and deliver of cationic emulsion polymer. This request for bid will require approximately twenty (20) 275-gallon totes annually of cationic emulsion polymer. The polymer will be used to dewater approximately 131.4 million gallons of Waste Activated Sludge (W.A.S.). The quantities listed above are estimates and neither implies or guarantees a specific level of usage. The City reserves the right, without limitation and at its sole discretion, to accept or reject any or all bid proposals and/or terminate this RFB process at any time, for any reason, without notice and with no obligations.
