Firms applying must be registered in the System for Award Management online The Town of Bath, Berkeley Springs, WV is seeking to retain a West Virginia licensed consultant to provide engineering services for the Berkeley Springs Water Works. Services will include an evaluation of all components of the water treatment plant for the purpose of developing alternatives for plant upgrades. Additional negotiated tasks will include evaluations of service lines for repair or replacement, potential improvements for system capacity and analysis and funding of expansion of the service area. A competitive evaluation process will objectively select qualified firms for interviews in order to award a contract for services during for a five-year period to the best qualified firm whose proposal is determined to be the most responsive and advantageous to the Town, price and other factors considered. Accordingly, technical qualifications and experience will be weighed heavily. All applicable laws, rules, and regulations including Title VI of the Civil Rights Acts of 1964, President's Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968 and Conflict of Interest Statement and Access to Records provisions, and all other requirements as they relate to HUD-funded projects. The selected firm must also comply with the Minority/Women-Owned Business Enterprise and Affirmative Action requirements.
