SCOPE OF WORK: The Contractor shall apply a pipe liner to the inside of the existing structures. The scope of work shall include cleaning and preparing the existing pipe, installing and removing cofferdams and pump operations for handling water, application of the liner, inspection and testing of liner and water quality testing. The bid pricing shall also include all materials, tools, labor, any traffic control needed, all disposal costs incurred and any incidentals required to perform the work. In addition: o The Contractor shall restore flow line of pipe as needed. o The Contractor shall fill and stabilize voids surrounding the pipe with a product from the Approved Materials List. o The Contractor shall clear pipe of debris and obstructions. o The area in close proximity of the pipe inlet and outlet shall be cleared of debris and obstructions. o The contractor shall be responsible for cleaning the streets, sidewalk facilities, and other areas disturbed by construction activities when the work is completed. This work shall include cleaning and debris removal/disposal, and removal of all construction materials. All excess or waste materials shall be hauled to the approved disposal area. PERIOD OF CONTRACT: From date of award through March 21, 2025. Any questions regarding this invitation for bid shall be addressed to Robert Dowdle at Robert.Dowdle@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM EST five days prior to IFB close. AWARD: The Commonwealth will make the award(s) on Per Lot basis to the lowest responsive and responsible bidder. The purchasing office reserves the right to conduct any test it may deem advisable and to make all evaluations. The Commonwealth also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest. TESTING AND INSPECTION: The Commonwealth reserves the right to conduct any test/inspection it may deem advisable to assure goods and services conform to the specifications. BID ACCEPTANCE PERIOD: Any bid in response to this solicitation shall be valid for sixty (60) days. At the end of the sixty (60) days the bid may be withdrawn at the written request of the bidder. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. CANCELLATION OF CONTRACT: The purchasing agency reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the contractor. In the event the initial contract period is for more than 12 months, the resulting contract may also be terminated by the contractor, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation. Bidders are strongly encouraged to inspect the two pipes prior to the pre-bid and bidding the solicitation.
