Salem City is seeking proposals from qualified architectural/engineering firms to provide professional services in updating the city's general plan and land use policies. This update aims to reflect current community needs, aspirations, legal requirements, and sustainable practices. 2. Background Salem City is a vibrant community with a diverse population and rapidly evolving land use patterns. The city's current general plan was last updated in 2019. With changing demographics and economic factors, it is essential to revise these plans for future growth and development. 3. Scope of Services The selected firm will be expected to perform the following services: o Conduct a comprehensive analysis of the existing general plan and land use regulations. o Assess existing General Plan's compliance with applicable laws and regulations. o Coordinate General Plan update with all City Master Plans including roads, utilities, etc. o Engage with stakeholders, including city officials, community groups, and residents, to gather input and ensure transparency in the planning process. o Analyze current zoning regulations and propose updates to align with the general plan goals. o Develop a draft of the updated general plan and land use policies for review. o Facilitate public meetings and workshops to discuss proposed changes and gather feedback. o Finalize the general plan and land use document based on stakeholder and public input. o Provide GIS, .shp files, and CAD data of the updated General Plan. Salem maintains all data in State Plane NAD83, Utah Central Zone, US Survey Feet Coordinates (Horizontal Datum) and NAVD88 (Vertical Datum). o Assist Salem City in adopting the updated plan through presentations and necessary documentation.
