Summary: HVAC Replacement, five (5), at James River State Park Cabins. The purpose of this Invitation for Bids (IFB) is to establish a contract with a qualified vendor to remove and dispose of Five (5) split system HVAC units which are beyond their useful life and to furnish and install five (5) new and unused HVAC units according to solicitation documents. James River State Park is nestled in the foothills of the Blue Ridge Mountains. The park features grasslands, quiet forests and beautiful views as well as 3 miles of shoreline along the James River. The units to be installed are located within the cabin area. Cabins provide overnight stay opportunities for visitors to relax and enjoy our natural resources. Replacement units will be installed in Cabins #2, 3, 8, 11, and 13. The contractor shall provide all materials, labor, equipment, and supervision necessary to remove existing HVAC systems and provide, install and render operational new systems which meet or exceed the specifications listed herein. All materials and installation work shall comply with these specifications, and conform to the Virginia OSHA Standard, and the Virginia Uniform Statewide Building Codes. Work is to be completed Monday-Friday and coordinated with the Park Representative. Work Location: James River State Park 104 Green Hill Drive Gladstone, VA 24553 3.Completion of work must be within forty-five (45) days after award. Should circumstances beyond the Contractor's control arise, the Contractor shall contact the Procurement Office for guidance. C.The Commonwealth will make the award(s) on a grand total basis to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if such a bid is received, provided that the bid is up to and including $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agency's opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for early prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award.
