The Project will involve supplying approximately 60,000 pounds of Granular Activated Carbon for the Water Treatment Facility located at the Public Works Garage Area, 21-25 Union Street, Rockaway, New Jersey 07866, as well as the safe removal and legal disposal, in accordance with all applicable laws, rules and regulations, of the spent carbon currently located in the Water Treatment Facility in the Borough of Rockaway. The Granular Activated Carbon supplied shall be Filtrasorb 300 or equivalent. The product must be manufactured in the United States and be listed under ANSI/NSF Rule 61. Additionally, the supplier must be ISO 9002 Certified. Shipping charges are additional and variable depending upon the pick-up or delivery option selected by the purchaser. The printing cost is not refundable The Owner reserves the right to reject any or all bids and to waive minor informalities or irregularities in bids received in accordance with public law The Borough shall award the Contract or reject all bids within 60 days of bid opening, except that the bids of any bidders who consent thereto may, at the request of the Borough, be held for consideration for such longer period as may be agreed. The Borough expressly reserves the right to reject any or all Bids, accept and enter into contract with the lowest responsible Bidder for the Project, or combined Projects, or to reject all Bids, or to waive any informalities in the Bids and accompanying documents received, should it be deemed to be in the best interests of the Borough. The Borough also reserves the right to correct any erroneous mathematical computations in any proposals submitted, and to consider the Bid on the basis of the corrected total or totals. The written figures shall prevail over the numerical figures (1) A bid security in the form of a Certified Check, Cashier's Check or a Bid Bond Guarantee on the form provided in the Contract Documents in the amount of ten percent (10%) of the total bid, but not to exceed $20,000 made payable to the Borough of Rockaway; (2) Statement of Ownership Disclosure pursuant to N.J.S.A. 52:25-24.2; (3) Plan and Equipment Questionnaire; (4) Copy of valid certificate of ISO 9001:2000 qualification, or equivalent, from manufacturer of the granular activated carbon; and (5); Equivalent Form (if applicable). All bid security except the security of the three apparent lowest responsible bidders shall be returned, unless otherwise requested by the bidder, within ten (10) days after the opening of the bids, Sundays and holidays excepted, and the bids of the bidders whose bid security is returned shall be considered withdrawn. The Bidder shall comply with the requirements of P.L. 1975, Chapter 127 entitled Law Against Discrimination.
