Site work for a water / sewer project in Marshall, Illinois. Completed plans call for site work for a water / sewer project.
The Project includes the following Work: Lead Service Replacement The work generally consists of removal and replacement of galvanized services and lead appurtenances at various location throughout the city. The work will include but not limited to, the furnishing and installation of new water service line, new water service connections to existing lines, new yokes, new meter pits, and relocation of existing meter pit for new service line and connection. There will be re-plumbing needed at specific locations to be determined during construction. The new service line replacement and connections will be based on field conditions per each replacement to allow for the most ideal replacement location based on complexity of each various location . This work also includes surface restoration with various pavements, curbing, and sidewalks. This work shall include all labor, supervision, materials, supplies, transportation, equipment, and services necessary and required to perform the project as set forth in the Contract Documents. Provided the Contractor furnishes proof of proper insurance and bonding in a timely manner, it is anticipated that a Notice of Award of contract will be issued within 90 days of the date bids are opened and that a Notice to Proceed will be issued within 10 days of the date of the Notice of Award. This Project shall reach Substantial Completion on or before 360 days and will be complete and ready for final payment on or before 390 days from the Notice of Award. Bidding Documents may be downloaded from the designated website. Prospective Bidders are required to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 5:00 PM. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. Bidders are required to comply with and the procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (PWSLP): the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), the President s Executive Order No. 11246, as amended, the federal Build America, Buy America Act requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient s policy regarding the increased use of disadvantaged business enterprises (DBE s) ( Ref. 662.620(b) or 365.620(b) per 40 CFR Part 33, as amended. The loan recipient s policy requires all bidders to undertake specified affirmative efforts to advertise for DBE s at least sixteen (16) days prior to bid opening. Advertisement for disadvantaged business enterprises must be advertised in DAILY regional newspapers, Dodge_Reports or approved equivalent. The policy is contained in the specifications. Bid Security A certified check or bank draft payable to the order of City of Marshall, Illinois, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Base Bid for the Divisions bid shall be submitted with each Bid. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid Hold Time Bids will be held good for a period of ninety (90) days subsequent to the opening of Bids. A non-mandatory pre-bid conference will be held at the time and location indicated in the Advertisement or invitation to bid Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
