Renovation of a water / sewer project in Blanchard, Louisiana. Completed plans call for the renovation of a water / sewer project.

A cashier's check, certified check, or acceptable Bidder's Bond payable to the Owner in an amount not less than five percent (5%) of the largest possible total for the bid submitted including consideration of alternates, must accompany each bid as a guarantee that, if awarded the contract, the Bidder will promptly enter into a Contract and execute such bonds as may be required. Sureties used for obtaining bonds must appear as acceptable in the Department of Treasury Circular No. 570. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed, Section 3, Segregated Facility, Section 109 and E.O. 11246, all applicable laws and regulations of the federal government and the State of Louisiana, and bonding and insurance requirements. Executive Order 11246 protects employees of covered Federal contractors and subcontractors from employment discrimination because of race, color, religion, sex, and national origin. The Executive Order also requires that certain employers take affirmative action to ensure that all qualified applicants and employees receive equal employment opportunity. The Owner hereby notifies all bidders that in regard to any contract entered into pursuant to this Advertisement, that Minority Business Enterprises will be afforded equal opportunity to submit offers in response to this invitation, and will not be discriminated against on the grounds of race, color, sex, national origin or disability in consideration for an award. To bid and perform Work covered by these documents, the Contractor must be licensed under Classification IV- Municipal and Public Works Construction. The Contractor shall begin mobilization and procurement of materials within ten (10) days of the receipt of the Notice to Proceed. Equal Opportunity in Employment: All qualified applicants will receive consideration for employment without regard for race, color, religion, sex, sexual orientation, gender identity, national origin, genetics, disability or veteran status. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. The bidding documents include a Wage Determination for the project based on the current U.S. Department of Labor wage rates obtained from Wage Determinations Online. The Wage Determination will be rechecked ten days before the bid opening, and if it has been revised, the revised version will be issued to bidders as an addendum. The Owner reserves the right to reject all bids. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. All bids may be held forty-five (45) days.
