Site work for a civil project in Erwin, Tennessee. Completed plans call for site work for a water / sewer project.

The work is in one (1) Contract and consists of the following generally described work: CONTRACT 23-01 SRF WATER LINE EXTENSIONS o 1 Each 75 GPM Water Booster Station (Lower Higgins Creek) o 1 Each 50 GPM Water Booster Station (Canah Hollow) o 932 L.F. 2-inch SDR-17 Class 250 PVC Water Line, Open-cut o 40 L.F. 2-inch Class HDD Bored DR 7.0 HDPE Water Line o 3,063 L.F. 4-inch C900 DR-18, Class 235 PVC Water Line, Open-cut o 3,612 L.F. 4-inch Class 350 DIP Water Line, Open-cut o 120 L.F. 4-inch Class HDD Bored DR 7.0 HDPE Water Line o 7,219 L.F. 6-inch Class 350 DIP Water Line, Open-cut o 600 L.F. 6-inch Class 350 RJDIP Water Line, Open-cut o 60 Each 3/4-inch Service Connections. The allotted time for construction of Contract is 180 calendar days; liquidated damages for non-completion are $1,000 per calendar day. This project will be partially funded with funds from the Tennessee State Revolving Fund Loan Program, SRF Loan No. DWB22 2024-267; therefore, is subject to the Federal laws and regulations associated with these programs. This project is being supported with American Rescue Plan Act, Coronavirus State, and Local Recovery Fund grant funding; therefore, certain restrictions and other federal requirements attach to this opportunity. DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. Pre-qualification information required herein shall be emailed to mattr@jrwauford.com on or before 5:00 p.m. Eastern Time, Friday, January 24, 2025. Prospective bidders are responsible for confirming receipt of pre-qualification information by calling 865-984- 9638. The prospective bidder shall provide evidence of general ability to perform simi-lar work in a timely manner by submitting the project name, scope of work, allowed and actual time of completion, and a contact person for three previous projects of this gen-eral nature constructed within the past ten (10) years. Alternatively, the prospective bidder shall list previous, specific experience on projects completed for Erwin Utilities Authori-ty in the past ten (10) years. All bidders must be licensed general contractors as required by the Contractor's Licensing Act of 1976 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. EACH BIDDER SHALL WRITE ON THE OUTSIDE OF THE ENVELOPE CONTAINING THE BID THE CONTRACTOR'S LICENSE NUMBER, THE EXPIRATION DATE, AND THAT PART OF THE CLASSIFICATION APPLYING TO THIS BID. If this is not done, the bid will not be opened. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions for Bidders The successful bidder is required to furnish both an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price. The Owner reserves the right to reject any and all bids, to waive informalities, and to negotiate with the apparent qualified best bidder or bidders to such extent as may be necessary. No bidder may withdraw his bid for 90 days, while the Owner considers the bids. Mutually agreed upon time extensions may be made if necessary. Est.
