Landfill Operations Intent and Purpose Indian River County (County), a political subdivision of the State of Florida, and the Solid Waste Disposal District (SWDD), a dependent special district of the County, will receive interested bids in a two-stage procurement process for the purpose of selecting a Contractor to provide operation of the Indian River County Landfill (Landfill) including operation and management of the following: Class I Landfill, Municipal Recycling Facility (management of program recyclables as described herein), waste tire facility, scrap metal and white goods area, clean concrete storage area, construction and demolition (C&D) debris management/recycling area, a Small Load Drop Off Area (SLD), a Household Hazardous Waste (HHW) facility and post closure requirements on all closed cells, and overall site maintenance as defined in the Scope of Work. Bidders are required to fully comply with the Scope of Work defined herein and as further detailed in Appendix E, Sample Agreement (to be released during the Addenda process). Background Indian River County, Florida, established in 1925, is located on the east coast of Florida and encompasses a land mass area of 502.5 square miles. The County is bordered by Brevard County immediately to the north, Osceola County to the northwest, Okeechobee County to the southwest, St. Lucie County immediately to the south and the Atlantic Ocean to the east. The estimated population in 2024 was 171,029, an increase of over 7 percent from 2020. All residential, government, and commercial solid waste within all areas of the County are disposed of in the SWDD Landfill. This includes all unincorporated areas of the County and the five municipalities: Cities of Fellsmere, Sebastian, Vero Beach, and Towns of Indian River Shores and Orchid. Landfill to self-transport/dispose their residential garbage, yard waste, bulk-waste, recyclables, tires, scrap metal, white goods, loose-plastic film, Styrofoam, vape-pens, E-Waste, and other HHW items. Commercial Businesses are allowed to bring unlimited recyclables to the landfill and limited recyclables to the CCC's. The Landfill consists of 276 acres of land zoned for the management of solid waste. The site opened in the mid-1970s and is the only landfill in the County for disposal of Class I waste. Landfill Location/Hours of Operations: 1325 74th Avenue SW, Vero Beach, Florida. Contract Term: The Contract shall begin with an initial transition period upon the effective date with Landfill operation services commencing October 1, 2025. The Contract is expected to continue for ten (10) years with one ten (10) year potential extension. Bid Bond Required (Phase II): Yes, five percent (5%) of total bid, if bid is over $35,000.
