Anderson, Blount, Campbell, Carter, Claiborne, Cocke, Grainger, Greene, Hamblen, Hancock, Hawkins, Johnson, Knox, Loudon, Monroe, Morgan, Roane, Scott, and Union Counties Project No. R1BVAR-M3-055 (PIN 116881.13) The retracing of painted pavement marking lines on various Interstate and State Routes. Project Length - 0.000 miles Completion Time - On or before 8/31/2025 (See Special Provision 108B) Each bid must be accompanied by an electronic bid bond or a Cashier's or Certified Check made payable to the Department of Transportation, or Irrevocable Letter of Credit naming the Department as beneficiary (for Mowing and Litter projects only), in an amount equaling not less than five percent (5%) of the amount bid. All questions related to the Proposal Contract, Plans, Specifications or Special Provisions shall be directed to the Headquarters Construction Office (615-741-2414). Information received from other offices of the Tennessee Department of Transportation is strictly advisory. A Prime Contractor must prequalify with The Department of Transportation in accordance with Tennessee Code Annotated 54-5-117 and Tennessee Department of Transportation Rule 1680-5-3, Prequalification of Contractors, before bid authorization for highway contracts will be furnished. Prime contractors, except mowing and litter removal contractors, are required to be licensed with the State of Tennessee, Department of Commerce and Insurance (TDCI), Board for Licensing Contractors (BLC). Prime contractors must be licensed in the general classification (e.g. Heavy Construction (HC), Highway, Railroad, Airport Construction (HRA), Specialty (S), Municipal and Utility Construction (MU), or Electrical Contracting (CE)) for the type of work in the project which they will perform. Bidders may submit a Proposal without having a license and will be considered for award for twenty-one (21) days after Proposals are opened. If the Bidder does not have a license with the TDCI, on or before twentyone (21) days after Proposals are opened, the Bidder will be considered non-responsive and their Proposal will be rejected. The Department encourages the use of disadvantaged business enterprises on all contracts TNDOT - 003 - Retracing of Painted Pavement Marking Lines on Various Interstate and State Routes Any and all references concerning the January 1, 2015 Standard Specifications for Road and Bridge Construction shall be interpreted as the January 1, 2021 Standard Specifications for Road and Bridge Construction. This work shall consist of the placement of a Contrast Pavement Marking system and/or Contrast Pavement Shadow Marking on concrete surfaces and meet current Standard Specifications except as noted in this Provision. For new installation of pavement markings on multi-lane concrete roadways, bridges, and ramps, the Contrast Pavement Marking System shall consist of either a white and black or yellow and black pavement marking, (see Details 716CPM-1, 2, 3, 5 & 6) and the Contrast Pavement Shadow Marking shall consist of a black spray thermoplastic pavement marking. (see Details 716CPM-4 & 5) The Contrast Pavement Marking system shall be used for the edge lines and dotted lines only and the Contrast Pavement Shadow Marking shall be used for the lane lines only. For new installation of pavement markings on 2 lane concrete roadways, bridges, and ramps, the Contrast Pavement Marking System shall consist of either a white and black or yellow and black pavement marking, (see Details 716CPM-1, 2, 3, & 6). The Contrast Pavement Marking system shall be used for all lines. To enhance existing pavement markings on multi-lane concrete roadways, bridges, and ramps, the Contrast Pavement Shadow Marking shall consist of a black spray thermoplastic pavement marking. (see Details 716CPM-4 & 7) The Contrast Pavement Shadow Marking shall be used as an addition to the existing lane lines only. The retracing of existing pavement markings with paint on specified sections of the roadways listed in the tables below. PERFORMANCE REQUIREMENTS See Special Provision 716PBS for other Performance Based Marking requirements. CONSTRUCTION REQUIREMENTS The Contractor shall submit a plan of operation indicating materials to be used and application constraints which apply, including the maximum rate of application, temperature, and weather limitations, etc. Any construction requirements which differ from those included in this document, must meet the approval of the Engineer. All equipment must be approved for use by the Engineer prior to work beginning. Cleaning of the pavement prior to marking is required. In some instances, there may be a buildup of material on the pavement, which normal methods cannot remove. When this occurs, the pavement shall be cleaned by power-broom or by hand before the placement of any pavement marking material is allowed to continue. When power or hand sweeping are required, the work shall be measured along the center of each line, and payment will be made by the linear mile under Item No. 716-50.01. Furthermore, no markings shall be applied to areas of pavement when any moisture remains on the surface, or when wind conditions are such to cause a film of dust to be deposited on the line areas after these areas have been prepared for marking. The contractor will be required to establish all pavement markings in accordance with the currently adopted version of the Manual on Uniform Traffic Control Devices only on those sections of roadway where the existing markings have deteriorated to the point where they are not visible enough for the marking machine operator to retrace and at locations where the pavement markings have been changed, thereby creating conflicting markings such that the marking machine operator cannot determine which markings to retrace. If necessary, the Engineer will contact the Regional Traffic Engineer for clarification. The markings shall be retraced according to the provided list below unless otherwise directed by the Regional Traffic Engineer. There may be instances where the listed width and marking type does not match the existing pavement markings. Quantities shown on the retracing locations estimated and may be increased or decreased as directed by the Engineer. If retracing is required in locations not specifically listed the supplemental markings will be tested and paid for in conjunction with other markings of the same color in the same county. Some sections of roadway will be in the Department's 2025 and 2026 resurfacing program. Also, some sections of roadway may have deteriorated to the point where pavement markings may not be suitable. In the case of resurfacing or deterioration, the pavement marking will be eliminated from this contract as directed by the Engineer. Adjustments may be made to the listed routes/quantities at the direction of the Engineer after consultation with the Regional Traffic Engineer to address any unscheduled resurfacing, canceled resurfacing, safety projects, or any other unforeseen conditions. Any exceeding of plans quantities for such adjustments should be approved prior to the work being done by the HQ Construction Division, Contracts Section. The contractor may be required to apply markings in areas not specifically detailed in these plans under the direction of the Engineer. Payment will be made at the price bid for item numbers relating to the type of retracing performed. The maximum speed of the equipment during application shall not exceed that which the pavement marking material manufacturer has determined to be appropriate to achieve the desired results, i.e., mil thickness, line width, bead dispersion, etc. In no case shall the maximum speed exceed 15 miles per hour without the Engineer's written approval of the manufacturer's statement to that effect.
